The British Embassy in Algiers is looking to recruit an Economics Programme Manager, grade C4 (L) to join its international cooperation/programme team.

Main Purpose of the Job:

The Economics Programme Manager will oversee the growth and delivery of the high profile and growing economic projects portfolio funded by the UK Conflict, Stability and Security Fund (CSSF), worth over £1.5m and expected to increase significantly. The role will work closely with a wide range of stakeholders to ensure projects have real impact, to provide the appropriate level of monitoring and evaluation, financial management and contribute to wider reporting requirements. 

The Economics Programme Manager will also apply their economic expertise to provide analysis and report on the Algeria economy and economic policies for the wider British Embassy and UK government departments, and use this knowledge to inform the Embassy and UK policy-making, and to effectively manage and grow a coherent and effective economic projects portfolio.

This is a busy and interesting role in the Embassy, which we are looking to fill, with an individual who is self-driven, quick-learner, creative, a team player and willing to adapt to the requirements of the position, which may vary during our time at the Embassy.

Duties and Responsibilities:

• To identify new projects to support the British Embassy’s objectives. Provide advice and support to colleagues and external stakeholders to develop new projects to support the UK government strategic priorities in the economic field.

• To manage effective oversight and quality control of the economic projects through liaison with implementing partners and beneficiaries, providing written reports as necessary. Regularly review partner reporting, escalating issues as appropriate and appraising project progress. Ensuring quarterly reports, financial reports and results frameworks are completed in line with deadlines. Working closely with the programme’s finance team, ensure the programme finances in the economic portfolio are accurate and all reporting is provided within the timeframes set by the programme.

• To provide good quality analysis and reporting on the Algeria economy and economic/financial issues to inform Embassy policymaking.

• To build and maintain a strong and effective working relationship with partner organisations, other donors, civil society, government counterparts and other stakeholders both in Algeria and in London (economists, International Financial Institutions – WB, AfDB, IFC).

• To work closely with colleagues in the wider Embassy (in particular the Political and international trade/trade policy team) to ensure programme and policy work is closely aligned to support delivery of UK strategic objectives, including identifying and overcoming market access constraints.

• Fluency in French (both oral and written)

• High standards of spoken and written in English

• A degree level education, in economics or related discipline

• Programme and project management experience

• Good working knowledge of Microsoft applications (excel, word in particular)

• Working with International Financial Institutions and/or Governmental organisations

Remuneration, working hours and other benefits:

The Embassy offers an attractive working environment and remuneration package for the role, including: net salary of 168,767.95 DZD per month; 25 days paid leave annually along with up to 14 days paid public holidays. This is a full time, fixed term for two years.

The confidential nature of the work requires and the work must be carried out at the Embassy. Up to 1 day per week, work from home is permissible, if necessary. Conditioned working hours are 37.5 hours per week. Normal working hours are 08:00 – 15:30 Sunday to Thursday.
