The British Embassy in Madrid is part of a world-wide network, representing British political, economic and consular interests overseas. We are seeking to recruit a EU Healthcare Policy & Communications Advisor to join the Department of Health & Social Care’s (DHSC) Spain based Healthcare Team.

Main Purpose of Job:

The role of the Healthcare and Communications Advisor is:

  • To support the Department of Health & Social Care in the research and implementation of new policy by providing on-the-ground analysis, insight and impact assessment.

  • To lead on creating, developing and implementing the DHSC EEA communications strategy, narrative and official lines, working closely with colleagues across the DHSC and Foreign Office (FCO) to ensure consistent, timely and accurate messaging.

  • To create and maintain a network of knowledgeable and influential external and internal stakeholders, to help inform the team´s work and progress objectives.

  • To lead on frontline operations, ensuring operational performance measures are achieved, and the team’s casework is delivered effectively and in line with DHSC and Consular guidance.

  • To contribute to the team´s Country Business Plan, supporting other areas of work and responding flexibly to changing priorities.


Main Duties and Responsibilities:

Policy Support and Impact Assessment (35%)

  • Research and report on local/practical framework for potential new DHSC policy areas, providing on-the-ground insight and impact assessment;

  • Engage with colleagues across HMG and external stakeholders to ascertain impact of policy changes.


Communications and Engagement (35%)

  • Devise and lead on the delivery of EU-wide comms with a focus on digital communications;

  • Identify key customer messages through casework trends and policy analysis;

  • Create high quality content for traditional and digital comms work;

  • Manage websites;

  • Ensure positive impact from all FCO/DHSC events, visits and other public engagement activities across the region.


Project Work (10%)

  • Lead/support as appropriate on DHSC projects;

  • Identify opportunities for new projects which help expand on current DHSC objectives;

  • Engage with internal and external stakeholders to support delivery of project work.


Casework (10%)

  • Identify and lead on complex or high-profile casework;

  • Keep up to date with policy and procedure.


Budget and Stats (10%)

  • Produce mid-year and annual reports covering operations;

  • Produce mid-year and annual budget reports;

  • Responsible for monitoring team’s budget.

 

  • Experience of organising and leading communication campaigns;
  • Entrepreneurial flair to come up with imaginative solutions and drive to deliver results to tight deadlines and within set budgets;

  • A self-starter who can work flexibly on her /his own initiative or with others as part of a team when necessary, and capable of deciding their own work priorities to ensure success;

  • A pro-active, continuous learning and improvement approach, both to self-learning and development, and programme implementation;

  • Ability to manage a wide network of diverse stakeholders effectively to deliver strong programme management;

  • Aptitude to analyse and process complex information quickly;

  • Excellent customer service experience;

  • Willingness to travel within Spain, the UK and potentially within EU.


  • Fluency in French, Portuguese or Greek;
  • HMG/public sector experience;

  • Background in Healthcare and social security policy;

  • Knowledge of and interest in UK-Spain relations, UK and Spanish politics, news and current affairs in Spain;

  • 5 years+ in customer service role.

This is a full-time position, permanent contract for a annual salary of 35,525.42 (at B3 EE grade).

The successful candidate is subject to a confirmation of a background check, security clearance and the successful completion of a probationary period.

Expected start date 1 November 2018, however, the jobholder should be available to start as soon as possible.

The successful candidate must have pre-existing work authorisation for Spain in order to apply. All applicants should have the right to live and work in Spain. The British Embassy does not sponsor work permits.
