Main purpose of job:

This is a great opportunity to deliver a key component of the £1.2bn cross-Whitehall Prosperity Fund. New and innovative, the Fund represents a step change in HMG’s approach to promoting economic development and prosperity overseas.

Infrastructure specialist with knowledge of the SE Asian infrastructure projects market needed, to be the ASEAN regional manager, based in Jakarta, for the UK’s new £25 million Prosperity Fund Global Infrastructure Programme. This is part of a global programme, including a significant effort in the ASEAN region with a focus initially on Indonesia.

The Programme seeks to introduce to the Indonesian public and private sectors best practice infrastructure tools for business case preparation, evaluation and approval (5 Case Model), project initiation (based on the UK’s Project Initiation Routemap), as well as digital construction (based on the UK’s Building Information Modelling programme). The ASEAN part of the programme will be piloted in Indonesia first, but in due course is expected to spread to other ASEAN and ‘Belt and Road’ economies. The programme is led centrally out of London, with regional managers to help roll it out on-the-ground in-country.

The successful candidate will accordingly oversee these activities liaising closely with in-country stakeholders and maintaining progress, with management by the team in London. The Programme will promote development and training of these UK methodologies and also support their implementation and embedding on at least one major infrastructure project in Indonesia.

The job holder will also provide technical advice to the British Embassy, Indonesia on infrastructure development in Indonesia’s cities and regions. The job holder will maintain strong working relationships with the Global Infrastructure Programme’s UK implementing partners (Department for Business, Energy and Industrial Strategy and Infrastructure and Projects Authority in the UK), Indonesian government representatives including Bappenas and Ministry of Finance and UK private sector companies. 

Roles and responsibilities / what the jobholder will be expected to achieve:

The cross-government Prosperity Fund (PF) was established under the 2015 Strategic Defence and Security Review (SDSR) with the primary aim of supporting growth in recipient countries and thereby reducing poverty. As such, it represents a key component of the prosperity pillar of the UK Aid Strategy. But the Fund uniquely focuses on promoting growth in ODA-eligible middle income countries, which are home to nearly 70% of the world’s poor and where the development challenges remain significant, but at the same time are important business partners and drivers of prosperity. By delivering high impact, strategic multi-year programmes, across high opportunity countries, regions and sectors, the Fund will help create opportunities for international business, including UK companies. As the UK leaves the EU, an even more outward-looking global Britain investing and trading with the fastest growing markets will become increasingly important.

Around 25 multi-year programmes have so far been endorsed by the Ministerial Board. These cover trade, anti-corruption, infrastructure, business environment, health, future cities, education, financial services, energy and outward investment. In this context, the jobholder will be expected to deliver on the following responsibilities:

Programme Management (50%)

  • Lead on the management of the Indonesian and broader regional elements of the Global Infrastructure Programme ensuring that relevant Indonesian government ministries and relevant partners adopt and roll out best practice infrastructure tools and approaches, including from the UK, establishing training programmes, and working with the Programme team in London (IPA, BEIS and FCO).
  • Lead on the management of the ASEAN region infrastructure activities of the Global Infrastructure Programme ensuring that 3rd party suppliers successfully implement the agreed strategy, objectives and activities for the Programme and on pathfinder projects initially in Indonesia.
  • Contribute to the effective day to day running of the Global Infrastructure Programme including: finances; reporting; communications; monitoring and evaluation; and robust contract management.   
  • In your role as Infrastructure Adviser, you will also support gender equality act compliance and support PF’s policy and guidance on gender equality, women’s economic empowerment and inclusive growth.

Stakeholder Management (20%)

  • Establish and maintain positive working relationships with a wide range of stakeholders to support delivery of the Programme including: implementing partners; Indonesian government representatives, British Embassy colleagues; British government colleagues based in the UK; Indonesian and British private sector companies; Indonesian, British and international infrastructure associations and organisations; and bilateral and multilateral donors operating in Indonesia and region.  A key component of the job will be the ability to understand and work with the complex Indonesian government system and engage with officials – in particular at Bappenas who will be our co-ordinating partner for the different relevant ministries and agencies in Indonesia.

Technical Advice (20%)

  • Lead, within the Embassy, on all infrastructure development issues and on effective tools and approaches for successful construction project management and control.
  • Provide technical advice on the Global Infrastructure Programme strategy, programmes and activities in Indonesia. Be prepared to regularly articulate technical opinions verbally, in writing and in presentations (internal and external) and be an “ambassador” for the programme – able to promote it in Indonesia.  
  • Be alert to emerging issues and trends which might impact or benefit the Global Infrastructure Programme objectives and activities. Provide guidance on how to best integrate infrastructure innovation and new technology into the Programme. Help update Global Infrastructure Programme priorities and approaches as new knowledge and evidence comes to light and infrastructure markets evolve.
  • Actively seek synergies and collaboration across the Embassy and with potential external allies to ensure the Global Infrastructure Programme achieves maximum impact on target beneficiaries and, very importantly, creates secondary commercial benefits for international business, including UK companies. Strong influencing skills will be important for this.  

Cross Embassy Support (10%)

  • Actively support the Programme team in London and Embassy as required. Be a supportive and considerate team member. Help junior colleagues achieve their learning and development objectives. Provide coaching and shadowing opportunities if required.
  • Coordinate with other Embassy teams (Department for International Trade and the Economic Diplomacy and Political Sections).

Resources managed (staff and expenditure):

Resources: up to £6 million for the Indonesia and related activities of the Global Infrastructure Programme (with Overall budget being centrally managed out of London though with regional deployment).

  • Graduate with a university degree relevant to the job and at least 6 years of experience in a relevant field.
  • At least 5 years’ experience in programme management/projects ideally in a development context.
  • Solid knowledge of Indonesian infrastructure-related legislation, policies and regulations at the central, regional and local levels.
  • In-depth understanding of infrastructure tools, approaches and best practices to maximise impact on poverty, gender equity, economic development and value for money. 
  • A flexible and creative problem-solver, able to come up with innovative solutions to complex challenges.
  • Fluent in written and spoken English and Indonesian.
  • Excellent communication and influencing skills including in giving presentations to external audiences.
  • Team player driven by values.
  • Language:  Fluent written and spoken English and Indonesian –  equivalent to IELTS language assessment score of  6.5 or above   
  • Any additional technical qualifications relating to infrastructure or project management
  • Experience with multilateral development banks and international donors.
  • Understanding of UK infrastructure-related legislation, policies and regulations.
