Main purpose of job:

The National Crime Agency (NCA) is a law enforcement agency responsible for leading the UK’s fight to cut serious and organised crime. We tackle serious organised crime at its highest level that affects UK citizens. The successful jobholder will assist the NCA International Liaison Officer – Hong Kong with their responsibilities in Hong Kong, Macao, Taiwan and Japan.

The International Liaison Officer (ILO) works closely with host law enforcement counterparts to tackle global crime. This includes, but is not exclusive to, money laundering, fraud, drugs smuggling, modern day slavery & human trafficking, child sexual exploitation, and cyber-crime.

The jobholder will play an important role in supporting operational activities and maintaining relationships with key partners within Hong Kong’s law enforcement community. The jobholder will work with the ILO on subjects of a sensitive nature, and therefore an understanding of UK objectives and local conditions is essential. 

Roles and responsibilities / what will the jobholder be expected to achieve?:

  • Oversee administration of the NCA office, including budget management, forecasting and asset registers, and gather & analyse accurate data for regular reporting of management information;
  • Represent the NCA Hong Kong office in engagement with other HMG departments at Post and in the UK, to advise cross-HMG initiatives and ensure the NCA’s stance is accommodated on matters of mutual interest;
  • Support the ILO to facilitate intelligence exchange and development between UK-based investigators and key partners within Hong Kong’s law enforcement community. The jobholder will assist with managing incoming enquiries linked to sensitive criminal investigations and support the ILO with making formal requests for assistance from host agencies and judicial authorities;
  • Advise the ILO at a strategic level using knowledge of local conditions and legal considerations to achieve objectives for UK investigations, based on sound judgement and accountable decision-making. The jobholder will need to demonstrate an ability to devise innovative solutions to problems based on informed understanding and research;
  • Ensure the seamless continuation of regular office and intelligence functions during periods where the ILO is absent for operational purposes.  An ability to independently manage workloads, prioritise and develop tasks is essential;
  • Maintain and expand a network of trusted contacts among law enforcement and relevant private sector entities, and use these relationships to enhance the NCA’s ability to tackle organised crime overseas;
  • Demonstrate a high degree of personal initiative, integrity and discretion in all circumstances.

This position is based in the British Consulate-General Hong Kong. Employment will be subject to obtaining the relevant security clearance.

There will be occasional need for the jobholder to travel to attend formal meetings, training events and conferences.

The jobholder will need excellent organisational skills and must take a practical approach to multi-tasking and problem solving, as well as being able to grasp complex legal issues.


Resources managed (staff and expenditure): 

  • Departmental budget of approximately GBP 100,000
  • No line management responsibility

There will be opportunities to receive practical training around the subject of financial crime and intelligence handling. The jobholder will be encouraged to pursue external education and qualifications as part of their personal development.


Due to the nature of the work of this role, and in order to meet security requirements, you must be a national of the United Kingdom, Canada, New Zealand, Australia, or United States and must possess a valid Hong Kong work visa ideally with diplomatic accreditation.

  • UK / Australian / Canadian / New Zealand / US passport holder ideally with Diplomatic accreditation
  • Strong written communication skills and an ability to report with clarity on complex issues
  • Ability to use the Microsoft Office suite of applications (Outlook, Word, Excel, PowerPoint) effectively
  • Fluent in English
  • Cantonese speaker is desired but not essential
  • Mandarin speaker is desired but not essential
  • Experience with intelligence handling procedures and sensitivities
  • Experience working in a law enforcement environment
  • Working knowledge of the application of criminal law in the UK and Hong Kong
  • An existing network of contacts within the law enforcement sector of the Hong Kong SAR government
