The British Embassy in Albania is part of a worldwide network, representing British political, economic and consular interests overseas, and is now looking for a Project Manager to join the Justice and Home Affairs Team (JHA), based in Tirana.

The British Embassy Tirana is looking for an able, experienced and motivated project manager to support UK programme activity in Albania. The successful candidate will be responsible for delivery of projects, in the prison and justice system and will line manage the Justice and Home Affairs judicial liaison and project officer, including overseeing the smooth implementation of the UK-Albania Prisoner Transfer Agreement. The main role of the job is managing the projects, ensuring value for money and policy impact, and providing technical and project management expertise.

The Project Manager will provide support to the JHAteam linking ‘Albanian prison returns and reform project’ and the Albanian Ministry of Justice including the Courts, and the Prisons Directorate.

The Project Manager will be responsible for improving confidence and relationships in the delivery of the projects to ensure that roll-out is co-ordinated and well-planned, under the supervision of the UK Senior Implementer, and will monitor progress.

The job holder will also assist with any additional UK Bids focussing on and supporting rehabilitation strands in other identified projects.

This role will suit a self-starter with enthusiasm and energy, able to work independently as well as part of a team and who is driven by results. The successful candidate will be able to pay excellent attention to detail, handle multiple tasks and projects at pace, and work flexibly in a high-paced environment. The successful candidate will have an understanding of what the key requirements are to running a project that closely links reform to improvements in the Albanian Prison Service.

Key responsibilities will include:

  • Assist with the design, development and implementation of projects with the prison service, procuring and working together with other embassy teams to deliver against programme objectives.
  • Deliver high quality day-to-day project management (prepare narrative and financial project reports, relevant documentation, and responses to inquiries relating to programme work, etc.) including monitoring and evaluation of activities; financial management of projects within the portfolio, ensuring all projects deliver value for money;
  • Monitor partner work/delivery plans, including providing constructive challenge to implementing partners;
  • Support the Justice and Home Affairs Attaché to identify and address challenges in delivery and partner capacity;
  • Contribute to effective project documentation– ensuring that terms of reference, procurement frameworks and project bids are accurate and support the Funds delivering against Embassy objectives;
  • Support the team in coordinating programme work with internal and external stakeholders, identifying opportunities for collaboration and avoiding duplication
  • Assist in the effective communication between the project team in Tirana and those working in the Criminal Justice system in Albania within the embassy’s teams and external partners; including other international partners and organisations that may be working on related prison projects in Albania, identifying opportunities for collaboration and avoiding duplication;.
  • Organise relevant events outlined in the project including round tables and visits.

  • The Job holder is expected to accept reasonable alterations and additional tasks of a similar level that may be necessary, and may need to work occasional after hours.


  • A minimum of three years of relevant experience working in or with the justice system, for example in courts and the prison service;
  • Project management experience, for example with managing donor-funded projects, procurement and/or monitoring and evaluation;
  • Fluency in English and Albanian at a C level (both) according to CEFR Framework *
  • Effective communication and ability to adapt communication style to different situations;
  • Experience in financial and narrative reporting;
  • Strong analytical and judgement skills;
  • Excellent organisational skills;
  • IT skills including working knowledge of Microsoft (Outlook, Word, Excel, Power Point);
  • Organisational and time management skills with the ability to demonstrate initiative, autonomy and self-motivation.
  • University degree in a relevant subject e.g. law, criminology, public administration, social and political science.

This is for a full-time employment, on a fixed term basis for one-year with a view for extension.

The gross salary per month is ALL 159,685.

This is a full-time position of 5 days (36 hours net per week). Embassy working hours are from 08.30-17:00 Mon-Thu and 08.30-14:30 on Fridays.

No accommodation and relocation expenses are payable in connection with this position.

The successful candidate must have the right to live and work in Albania.

The Embassy supports the work-life balance of its employees and is open to flexible working.

The successful candidate will be required to pass a language skills test and undergo security clearance before commencing the role.

The successful candidate will be subject to a professional background check and security clearance - local and international ‘Vetting’ process will be performed to the successful candidate.
