A vacancy has arisen at the British High Commission for a Human Resources Manager. The British High Commission Nairobi consists of 300 employees with a wide variety of experience and job roles, representing over 10 government departments working within Kenya and Somalia.

 

The position is graded at B3 (L) for which the current salary starts at Ksh.211,134 per month before deduction of tax. Where the successful candidate is not liable to Kenyan tax, the salary will be abated under HM Treasury regulations to Ksh.147,205 per month to take account of the tax they would have paid. The anticipated start date would be June 2016.

 

The Role:

 

The Human Resources Manager will join the BHC Corporate Services in providing support to the wider High Commission and will also play a key co-ordination role between Nairobi and the Regional Hub in Pretoria. The successful candidate will need to balance competing demands from a diverse range of customers within the High Commission. In a busy office he/she will need to be a self-starter with the ability to manage a quality service. S/he should also be an effective communicator and demonstrate skills in working well with others.

Key Responsibilities  

 

The Main Duties Include:

Strategic 20%

  • Co-ordinate updates to Local Staff Terms and Conditions of Service, the Local Staff Handbook, the Redundancy Policy and other key HR policies, working with the HR Hub and FCO guidance;
  • Co-ordinate the Mission’s input to annual Pay Reviews, including organising meetings of the Joint Pay Review Committee, advising the Committee on technical, recruitment and retention issues, and preparing papers for decision at the Post Operations Board;
  • Co-ordinate local arrangements for the annual appraisal validation exercise for LE staff;

 

Co-ordination with Hub 15%

  • Prepare and maintain local self-service guidance for staff on Local Staff issues;
  • Provide regular updates to Regional hub on changes to local practice and employment law;
  • Provide advice on local factors e.g. employment legislation and best practice, to hub staff in resolving complex HR casework including poor performance and misconduct cases.
  • Maintain oversight of appointment letters, starting pay, allowances etc;

 

Learning & Development and Performance Management 15%

  • Work with the Regional Learning and Development Team and People Committee to develop, implement and evaluate the Learning & Development and Performance Management strategy;

 

Finance and Procurement 15%

  • Oversee the HR operational and L&D budget ensuring accurate forecasting and budget monitoring;
    • Perform HR payroll functions – oversee the preparation of the report on payroll changes and carry out 10% check ahead of monthly payment;
    • Contract Manager for the Local Staff medical scheme, with overall responsibility for oversight of the services delivered.
    • Fulfil approver responsibilities on the finance system Prism.

 

Work Force Planning 10%

  • Ensure post has an accurate view at all times of UK-based and Local Staff movements and headcount changes;
  • Ensure staff headcount and personal data is accurately maintained and updates are published regularly;
  • Work with the HR Hub to track staff turnover and retention rates.

 

People Committee 15%

  • Provide secretarial support to the People Committee – drafting minutes, administrative support and follow up on action points from the Committee’s annual action plan;
  • Work with the Committee to improve induction processes;
  • Support recognition programmes such as the HMG Nairobi Awards.

 

Leadership and Staff Management 10%

  • Contribute to the Corporate Services strand of the Country Business Plan;
  • Direct line management responsibility of the HR Administration and Corporate Returns Officer.

The successful candidate should possess:

  •  Previous Human Resources experience in a senior role / HR Officer
  •  Accreditation with a professional HR body
  •  Extensive experience of developing good working relationships with key stakeholders at all levels;
  • Good IT skills (a working knowledge of Microsoft Excel and Word is essential);
  •  Good oral and written communication skills, attention to detail and initiative.
  •    Experience of working in international organisations
  •   Experience of managing staff
