Main purpose of job:

This is an exciting opportunity to work on a key part of UK-India bilateral relations.  The job offers the opportunity to be at the cutting edge of international climate, energy and economic policy and play a senior, outward-facing role in forging stronger and mutually-rewarding bilateral and commercial partnerships between India and the UK.  The job will focus on building a full range of contacts with government actors in the UK and India, and across business and civil society, in order to build the policy and market conditions in India that support climate security and low carbon growth.

 

The purpose of the job is to own and lead the UK’s strategic engagement in India on climate security, and ensure that this work demonstrates coherence with the broader work of the Energy and Low Carbon Team and other relevant UK government actors. This includes:

  • Developing a climate security strategy as a framework for action:
  • Driving delivery of the strategy, including through other team members, to achieve and communicate results.
  • Advancing action to manage climate risks and strengthen green leadership in India.
  • Generating analysis and advice on climate security to inform choices and approaches.
  • Supporting climate diplomacy by building relationships and facilitating informed and evidence-based dialogue between UK and Indian stakeholders
  • Developing a pipeline of low carbon commercial opportunities for UK-India partnership.
  • Supporting India’s action to deliver its Nationally Determined Contributions (NDCs).
  • Contributing flexibly to overall team delivery, including on visits, events and broader tasks as required.

 

 

Develop a climate security strategy

  • Working with stakeholders in India and the UK, to develop a strategic framework for action on climate security that sets out priorities and SMART objectives.

 

Drive delivery of the strategy.

  • Set out a detailed delivery plan to guide implementation of the strategy.
  • Provide evidence, policy analysis and market intelligence on opportunities and challenges related to climate security in order to inform approaches to delivery.
  • Coordinate delivery of the strategy, showing a blend of leadership and teamwork to deliver individually and through others. Ensure that the climate security agenda is mainstreamed into the work of the team and other relevant UK government actors and that they help to advance its delivery.
  • Strengthen relationships with internal and external stakeholders, including senior government officials, to build collaborative approaches and advance delivery
  • Drive implementing partners to keep delivery on track and ensure accountability for results in line with the strategy and delivery plan.
  • Capture and develop evidence of results, and translate these into usable impact stories and other strategic communications products.

 

Advance partnerships on climate security and climate risks

  • Working with other UK Departments, lead the team’s work to strengthen partnerships with India on assessment and management of climate risks, including links between climate risks and national/regional security.

 

Strengthen green leadership in India

  • Lead the team’s work to strengthen green leadership in India by building a cohort of decision-makers and business leaders that will push for change on climate action, and lead by example to build a low carbon future.

Generate analysis and advice

  • Deliver well-informed policy and political analysis and proactive reporting and briefing for colleagues in London and the UK India network on climate security, risks and action in India, the drivers and actors involved in shaping policy and negotiating positions, the longer term strategy and current topical issues.

 

Support UK Climate Diplomacy:   

  • Strengthen networks and relationships with government, think tanks, civil society, parliament, media and business to gain a balanced view of climate security issues in India.
  • Drawing on analysis and evidence, to facilitate UK-India dialogue between policy-makers and opinion-formers, to improve common understanding of bilateral positions, identify common goals and maximise opportunities for collaboration.

Develop commercial low carbon opportunities

  • As a core part of strategy and delivery, ensure that the team’s initiatives on climate security develop a pipeline of promising opportunities for partnerships involving UK companies.
  • Support the efforts of the UK Department for International Trade to secure commercial partnerships (consultancy, goods, services, investment etc) involving UK companies.

 

Contribution to team delivery

  • Ensure coherence between the climate security agenda and the broader work of the Energy and Low Carbon Team and other relevant UK government actors (e.g. green finance and investment; strengthening markets for clean energy; sustainable urban development).
  • Create opportunities for impactful inward and outward high level visits that act as vehicles to advance BHC strategy and policy objectives.
  • Working with the team, develop and organise engaging visit programmes and provide written and verbal briefing for visitors. Deploy visitors to deliver priority messages to critical stakeholders.
  • Contribute to overall team delivery by proactively supporting and advancing other parts of the team’s portfolio, and showing flexibility to take on broader tasks and roles as required.

 

Resources managed (staff and expenditure):

May manage one officer.  Support the team’s effective deployment of up to £20million technical assistance funding.

 

Essential on arrival:

  • Masters degree in relevant subject
  • At least 5 years’ experience working on climate change, climate security, low carbon growth
  • Experience of policy analysis and report writing
  • Experience of working autonomously and leading a portfolio
  • Experience of designing and delivering collaborative programmes
  • Capability of building effective networks in government, business and civil society

Desirable

Working in an international organisation (e.g. think tank, bilateral agency, civil society), engaging with senior Government of India officials, working with private sector and innovation.

For other than BHC candidates, salary will be ­­­­­­INR 80,924 per month together with a 12% provident fund and 6% Superannuation Fund/ Special Allowance.
