MAIN PURPOSE OF JOB

Oversee the British Embassy Kabul’s demining work in Afghanistan, and act as the Programme Manager for two large demining programmes and one migration programme, in line with DFID and FCO rules and guidance.

ROLES AND RESPONSIBILITIES

  • Take responsibility to coordinate and oversee and ensure successful delivery of the British Embassy Kabul’s Demining Programmes; ensuring it can achieve its milestones and targets and demonstrate VFM.
  • Oversee and ensure the successful delivery of the British Embassy Kabul’s migration programme, ensuring it achieves its milestones and targets, and coordinate closely with the overall programme Senior Responsible Officer and project and policy leads to ensure coherence with the UK’s government’s migration objectives.
  • Carry out annual reviews for the Demining programmes and the migration programme, identify lessons, and  implement recommendations to improve future delivery.
  • Take responsibility for financial and risk management of all programmes. Carry out all corporate requirements for the project(s) providing briefings to senior management, and answer parliamentary questions when required.
  • Analyse the livelihoods and capacity building aspects of the Demining programmes and work with implementing partners to link demining with relevant development work.
  • Representing the British Embassy Kabul as required on issues of demining at multilateral events, and coordinating an agreed Embassy approach on demining.

RESOURCES MANAGED

This role will oversee the management of the £7m CSSF funded demining programme (2016 – 2020), the ongoing DFID funded demining programme (£9.2m, ends March 2018), a new DFID demining programme (2018-2020) and one migration project under the CSSF funded migration programme (£3.6, 2016-2020?) 

  • A minimum of three years working in an Embassy, NGO, UN agency, business or related environment in Afghanistan, in a project management role or with project management experience.
  • A degree level qualification.
  • Able to work independently, to apply initiative, to problem solve and work under pressure to meet multiple and changing priorities, deadlines and objectives.
  • A confident communicator able to deal with senior government officials, VIPs and high level contacts.
  • An excellent team player, with interpersonal skills, and the ability to take the wider perspective.
  • To be proactive and work on their own initiatives whenever required.
  • Excellent communication and oral and written English skills.
  • Computer literacy in all Microsoft packages and accurate typing skills.

For other than British Embassy candidates, salary will be 3,442.69 USD per month along with 100 USD as transportation allowance and 125 USD medical allowance.
