Main purpose of the job:

To manage and deliver a UK assistance programme to the protective security of venues hosting UK tourists in Sri Lanka.  This will involve close engagement with UK experts (through the JOPP, below), the hospitality sector throughout Sri Lanka, industry groups, security organisations, and other bilateral and multilateral partners to Sri Lanka.

Background on the Joint Overseas Protect and Prepare Organisation (JOPP)

JOPP is a joint Home Office and FCDO team that builds relationships with other governments, helping them strengthen protective security in key overseas locations against terrorist attacks, including how to be prepared if it were to happen. It is about increasing the UK government’s understanding of local capability to help protect tourists, and then works to reduce the risk by working collaboratively with host states to enhance their capabilities.

You will be based in the British High Commission Colombo with day to day direction from the JOPP in London.

Roles and responsibilities:

Programme Design

  • Assessing the level of protective security provision, and the range of technical assistance and guidance, already in place in Sri Lanka.
  • Design a scoping plan, which will then lead to a broader scoping exercise.
  • Making recommendations on UK assistance to offer to the Sri Lankan hospitality sector.  This includes working with relevant Sri Lankan stakeholders.

Programme Management

Manage the Protective Security Programme in Sri Lanka, in particular:

  • Ensure the implementation and progress against milestones.

  • Financial and budgetary management that meets UK Government auditing standards.  Ensure value for money from all programme activity.

  • Monitor and evaluate the impact of the programme.

  • Adherence to FCDO standards of programme management and wider government policies including legal requirements.
  • The post holder may be asked to take on a wider range of programme management tasks as the work of the British High Commission evolves.

Relationship Management

  • The successful candidate will need to develop and sustain an excellent network of senior level contacts, particularly across the tourism sector, industry groups, and security organisations. They will also need to build strong relationships with other teams within the embassy.
  • Prepare and present workshops to senior level representatives of the tourism sector on protective security. It will be required to travel within Sri Lanka extensively.
  • Organise programme related visits and events involving experts from the UK, including arranging visas, booking travel and accommodation and issuing delegate invitations. 
  • Extensive travelling within Sri Lanka required.

Organisation

  • The development and maintenance of databases and filing systems using IT packages, including MS Teams, Word, PowerPoint, and Excel. 
  • Organise and attend meetings, compile minutes and detail on agreed actions.

Resources managed (staff and expenditure):

In-country programme financial spend and a small travel budget.

Extensive travelling required.

Other skills / experience / qualifications:  

Essential on arrival: 

  • Knowledge/experience of counter-terrorism activity and security arrangements. 
  • Adept at building, managing, and collaborating with networks of stakeholders to deliver results.
  • Strong interpersonal and team working skills to get the best out of relationships with colleagues and contacts outside of the British High Commission.
  • A high level of oral and written English skills. 
  • Confident presenter to groups of senior stakeholders.
  • Project management skills or experience of managing a budget.
  • Strong organisational skills including attention to detail, keeping a track of deadlines, and ability to manage own work with limited supervision.
  • It is essential to have a minimum of a Bachelor’s degree.
  • Have a high standard of IT literacy, particularly with MS Office products.
  • Prior experience of working with the UK or other governments, NGOs or similar organisations.
  • Knowledge/experience of protective security experience
  • Some Tamil language skills.

For British High Commission (BHC) candidates, the Country Based Staff BHC Terms & Conditions will apply. 

For other than BHC candidates, starting salary will be LKR 200,234 + EPF 12% + ETF 3% per month. Other benefits include 13 month’s salary (pro-rated) and medical insurance coverage.
