Estate Operations

To provide support to the Head of Global Building Compliance and the Head of Operations Asia Pacific for activities relating to the mobilisation and ongoing management of compliance for the new generation 2 facilities management maintenance contract.

To lead and take ownership of the audit and compliance activities relating to the FM contract directly. The candidate will be required to drive activities, review and validate documentation against agreed standards and processes and ensure all necessary documentation provided is accurate and meets the required standards.

They will be required to conduct ongoing reviews of the contractual outputs against requirements, and ensure full adherence to the service specification through the existing governance structures.

They will lead the Authorities’ compliance activity across the contract, representing Estate Operations via interactions with external bodies / contractors as well as with internal colleagues and partners and provide guidance and leadership to ensure assurance is achieved. 

They will provide technical support to the wider Estate Operations Asia Pacific team members across all aspects of the facilities management contract requirements including planned and reactive activities as well as project works.

The successful candidate will be required to lead on all compliance related activities on behalf of Estate Operations from contract mobilisation in order to facilitate a smooth transition into normal operating activities over a 24-month period.

Activities will include ensuring that all contractual requirements and obligations are being fully met at all time, documentation and information is provided in the correct format, to the correct standard, in a consistent manner and that it is checked and validated. Performing a leading role in the contract wide audit programme, the compliance manager will ensure that the clients’ obligations are being fully discharged as part of the process and introduce corrective measures in a timely manner where necessary.

The successful client will need to be fully conversant with technical standards and associated contractual documentation in order to provide the necessary assurance that the contract is being delivered against the authorities’ required technical standards and all contracted service requirements. The successful candidate will be required to implement corrective actions where necessary.

The successful candidate will be required to provide support and technical advice to the wider Estate Operations team as required, ensuring contract standards and outputs are fully achieved. Where technical challenges are raised, the APAC compliance manager will be required to work autonomously to seek acceptable resolutions to achieve FCDO requirements.

The APAC compliance manager will be required to develop a very strong working understanding of the FCDO regional standards (and derogations) to ensure that the service partner is meeting the requirements fully. The compliance manager will operate collaboratively as part of the wider operational team, and will have the necessary autonomy and delegated authority to assert control where failures in compliance are identified.

Technical/engineering skills are desirable as is experience in the audit and compliance function across contracted services in large-scale facilities contracts previously. Travel within the APAC region will be required (when possible).
