This is an exciting opportunity to lead a high profile area of the British Embassy’s commercial strategy in China. Attracting investment into UK energy and infrastructure development is a major Government priority. The UK’s relationship with China on infrastructure investment has continued to grow since President Xi’s State Visit to the UK in 2015, with Chinese capital investment contributing to the development of high profile projects in the energy sector including in UK new nuclear, offshore wind, and oil and gas developments. These investments not only enable the development of priority new energy infrastructure in the UK, they also bring an opportunity for a strengthened bilateral exchange on energy policy issues and strengthened future trading relationships in the supply chain. As Chinese enterprises and investors look globally for opportunities there is significant potential to develop further our relationship with prospective investors from China into UK infrastructure projects.

 

This role sits within the Energy Group in the British Embassy. As the Head of Capital Investment in the Department for International Trade's energy team, you will take the lead in developing existing and new relationships with key Chinese investors to support capital investment into priority areas of the UK’s energy sector. You will draw on the expertise of DIT’s Capital Investment team and Energy teams in London, bringing information about relevant project opportunities to present to Chinese investors. A particular focus will be placed on supporting capital investment into renewable energy projects, new build gas and energy storage.

 

Working closely with the Economic and the Financial and Professional Services teams in the Embassy in China you will take the lead to identify, prioritise and profile new prospective capital investors from China, and to develop our relationships with these stakeholders. This aspect of the role will require you to coordinate with a much wider group of colleagues in the Embassy beyond Energy Group, to ensure that projects in sectors beyond energy are also presented to these priority capital investors by your colleagues.

 

As Chinese investors finance projects along the ‘One Belt One Road’, you will also have a role to play supporting the Infrastructure Alliance team in the Embassy to facilitate collaborations between UK and Chinese investors in the energy sector in third markets.  

 

This role requires a strong internal leader and communicator, someone who can build close working relationships with colleagues both in the UK and China to help build our relationships with prospective investors and coordinate investment opportunities to present to them. You will have business development, marketing and strong stakeholder management skills and be comfortable meeting with and developing relationships with senior level contacts in both UK and Chinese organisations. An existing understanding of China’s key capital investors, as well as understanding of the UK’s energy policy and market is a great asset. Mandarin language is highly desirable, though not essential.

 

Capital Investment Strategy Development and Delivery of DIT’s Capital Investment Targets

  • Identify and prioritise target Chinese financial intermediaries and institutional investors. Working with the Economic and the Financial Services team, develop engagement strategy to leverage existing relationships and develop new ones to support investment from China into UK infrastructure.
  • Work with UK colleagues to collate and present information about priority UK energy projects seeking capital investment, notably in offshore wind, new build gas and energy storage. Profile individual investor preferences and tailor project opportunities to pitch to these needs.
  • Support introductions between UK project owners and Chinese investors, and tailored follow up support from Government to accelerate deals.
  • Deliver on DIT’s annual target for supported capital investment into the UK energy sector of approximately £1bn/year. Report on progress against this target and priority investment projects to senior management throughout the year.

 

Stakeholder Relationship Management

  • Lead to ensure that DIT is effectively initiating and maintaining key relationships with Chinese capital investors related to energy.
  • Internally work closely with teams across the DIT network, in China and the UK, and with existing account mangers to ensure effective and well-coordinated relationship management with our established list of Chinese energy investment multipliers.
  • Utilising DIT Directors and senior Embassy representatives effectively to lead on our engagement with key institutions at all levels.
  • Play a leading role in identifying and building relationships with senior leaders in key companies and organisations in China and the UK, including intermediaries, to understand their business intentions and needs.
  • Be proactive in sharing latest UK policy developments with Chinese clients to help them understand the policy and market trends.
  • Monitoring changes in Chinese policy on outbound investment and developing good understanding on any policy barriers to investment into the UK, or risks posed to investor confidence.

 

Delivery of Senior Visit and Events

  • Collaborate with the UK China network and partner organisations and support senior visits from UK including Ministers.
  • Act as a strategic lead for the development of important visit programmes (by Chinese companies to the UK and UK companies to China). These include leading on the Energy themed Infrastructure Academy Training for Chinese investors investing in the UK, official visits from the UK government, and events to raise profile of the UK as the investment destination.
  • Work closely with policy teams in the Embassy, with Consulates, and CBBC to ensure senior visits best support commercial objectives.
  • Lead on related aspects of high level visits with minimal supervision, designing these visits and events to contribute to commercial outcomes. Provide timely, high-quality briefing and reports.
  • Proven experience on investment, ideally in the Chinese context
  • Evidence of strong commercial acumen and ability to work with stakeholders externally
  • Strong oral and written skills in English are essential, and a proven track record in report writing and effective oral briefing
  • Enthusiastic and has initiative
  • Oral and written skills in Mandarin
  • Comfortable in written and oral financial language including technical details of financial products
  • Previous experience in energy and infrastructure related areas
  • Understanding of UK infrastructure investment environment, needs and policies, in particular in energy, including drivers and barriers

We offer a competitive package, which includes basic salary, good leave entitlement, and insurance plan, etc. The gross salary (before all deductions) is CNY 27,396/month for Chinese Nationals and an abated monthly salary of CNY 35,742/month for British Nationals and spouses/partners (all nationalities) of diplomats who are ‘W’ (diplomatic) visa holders and meet passport criteria.

 

We also offer excellent development opportunities and a 22-day annual leave entitlement in pro rata. Conditioned working hours is 35 hours/week from Monday to Friday and flexible working can be arranged upon personal needs.
