The British Embassy in Dublin is part of a world-wide network, representing British political, economic and consular interests overseas and wishes to recruit a Post Security and Transport Manager. This is a full time fixed term position. of 2 years with possibility of a renewal. 

Reporting to the Regional Overseas Security Manager, the post holder will be responsible for managing a team of Security Officers providing 24/7 protection to Embassy buildings and staff.

Main Duties and Responsibilities:

Security tasks:
• Continually review security of Embassy and Residence to ensure appropriate security measures are in place to reflect the current state of vigilance
• Daily routine check of grounds and offices
• Weekly check of the Residence, grounds and security equipment and check logs
• Check of CCTV and ACS records – daily routine; assisted by ROSM
• Supervise the X-ray examination of all deliveries/mail before sorting in mail room
• Brief new arrivals and visitors – under the direction of the ROSM
• Update PSRs, security and fire safety orders; assisted by the ROSM
• Distribute PSRs annually for verification by all staff and maintain records of verification
• Escort contractors/visitors – as required
• Control of Access Passes (including temporary passes) – arrange production and issue to arrivals, retrieve from departures and destroy, store securely, muster monthly, maintain and update records; assisted by ROSM
• Oversee the issuing of Visitors passes and ensure a log is kept for use by receptionist, muster monthly, store securely
• Security breaches – investigate and report to ROSM
• Security incidents – handle as required and report to ROSM
• Maintain staff vehicle register – distribute to Embassy & Residence gates with staff list
• Security locks – arrange for change of combination settings annually or when staff with knowledge of settings leave
• Unclassified keys –maintain inventory, muster and swap in use and spare keys 6 monthly, store securely, update records
• Radios –maintain inventory, test weekly and maintain record, arrange disposal of obsolete systems
• Satellite phones – as Satellite Telephone Co-ordinator maintain inventory, test monthly and maintain record
• Emergency equipment –maintain inventory, test monthly and maintain record
• Security alarms – Embassy VOICE and Residence panic, test weekly and maintain record
• Maintain UK staff properties burglar/panic alarms – manage accounts, maintain record, produce instructions for users; British Council burglar and panic alarms – arrange tests with Director BC
• Complete XQ2 – log of work undertaken in the CONF area by contractors, held by PA to HMA
• Arrange maintenance/repair of Embassy external doors, PBCLs, ACS etc; assisted by ROSM
• Establish and maintain contact with ESD staff – desk officer and PST
• Liaise with Garda, Airport Police, security staff in friendly missions and Embassy Security Contractors; also for ROSM
• Liaise with Guard Contractor – manager and staff on site, visit gates daily, sign occurrence book, review procedures and instructions; also for ROSM
• Liaise with RTSS staff – STSO and TSO for maintenance of Embassy CCTV, radios and IDS
• Event security – Embassy and Residence functions; assisted by ROSM
• Exercise of procedures in event of bomb or incident alarm - annually; assisted by ROSM
• Test telephone and SMS emergency call trees – maintain up to date and test 6 monthly
• Post security committee – call 4 monthly meeting, take minutes and distribute once agreed by PSO
• Liaise with TSO for the Dispatch and Receipt of Classified Diplomatic Bags
• On call out of hours to respond to alarms/incidents – response shared with ROSM
• Maintain An Post mail account


Fire safety tasks
• Deputy fire safety manager – ensure trained to take on all tasks on behalf of Fire Safety Manager (DHM)
• Fire alarm – Embassy test weekly and maintain record, also to test Residence fire alarm once weekly
• Evacuation exercise – twice yearly, Embassy and Residence; assisted by ROSM
• Review fire plans – 6 monthly Embassy and Residence; assisted by ROSM


Transport tasks
• Roster HMA’s drivers
• Allocate vehicles and drivers for visits
• Produce OGD charging sheets and Mission vehicle/driver charges for visits
• Organise and plan routine servicing and fault rectification with vehicle dealerships
• Maintain taxi accounts with local accredited firms
• Maintain Topaz Fuel Card accounts for mission vehicles 
• Assist the ROSM manage the AV fleet
• Inspect and check AV drivers daily check sheets
• Maintain vehicle fleet records

• Staff management’ experience
• Valid license driver
• IT proficiency in Office and Outlook
• Fluent level of English
• Effective communication skills
• Availability to be 24 hours on call
• Highly motivated and autonomous with excellent organisational skills.
• Ability to manage own workload and team’s workload
• Flexible with a "can do" outlook.
• Able to carry out everyday tasks with strategic awareness
• The job holder will be required to reach and maintain a high level of security clearance

• Previous experience in Security, Policing or Military background

• Previous office management / administrative experience

• Previous Security and Health & Safety training and qualifications will be valued

This job is routinely Monday to Friday 8.30 am to 4.30 pm, however, there is an “on-call” element to this role during out of office hours which is shared with the Line Manager.
There is an annual PSM seminar run by the FCO, in addition there are opportunities to job shadow others in similar positions.
There are also various opportunities for the successful applicant to undergo private study which the FCO/Post will either fund or Part Fund through various departmental L & D funds.
