The British Embassy in Sofia is part of a worldwide network, representing British political, economic and consular interests overseas and is now looking to recruit an Assistant to the HMRC Fiscal Crime Liaison Officer in Sofia.

The main purpose of the job of assistant to the HMRC Fiscal Crime Liaison Officer (FCLO) is supporting and assisting the FCLO in achieving their objectives as set by HMRC and in maintaining and strengthening the relationship between host agencies and HMRC. The FCLO in Sofia covers both Georgia and Turkey and the assistant recruited would be expected to cover the same remit.
The FCLO Sofia office is a fast-paced workspace working across a number of varied projects in any given day. The successful candidate will need to be able to prioritise tasks by themselves daily and will need to balance delivery of activities to various timelines.

This role involves providing essential administrative and logistical support to the HMRC FCLO’s work in respect of the pursuit of criminal finances and other assets; and reducing threats to UK tax regimes from organised crime, tax avoidance and evasion. 
 
The role also involves responsibility for some project management within the FCLO office.

The role is based in Sofia but may involve travel throughout Bulgaria and sometimes abroad.

Main roles and responsibilities:

  • Conduct office administration duties under the instructions of the Fiscal Crime Liaison Officer and in accordance with policy and standard operating procedures. Duties include: records management; vehicle management; maintaining office accounts; maintenance of the asset register and gifts and hospitality register; planning travel and visits; and organising events. 
  • Provide language support to the FCLO as directed, including for exchanges of information and at official meetings and events; this may require occasional attendance at events outside of normal working hours.
  • Compile verbal and written briefings as directed, including regular monthly management reporting.
  • Provide open source research support, especially exploitation of information sources in host language(s).
  • Maintain oversight of regional projects as required including; supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money; and producing narrative reports to deadlines. Alongside the FCLO, the role will be responsible for design and implementation of office processes to deliver efficiency of the FCLO office as a whole. 
  • Monitor FCLO office mailbox and telephone so that messages are responded to in a timely fashion and / or directed as required. 
  • Support broader corporate/embassy work as directed by the FCLO, especially during any crisis response.
  • Fully competent across Microsoft Office packages
  • Excellent skills in organising self and others, including taking decisions about the allocation of work between themselves and others.
  •  An ability to multi-task, prioritise and problem-solve with limited supervision, taking decisions where necessary.
  • Comfort working with a range of senior stakeholders in agencies across Bulgaria (sometimes Georgia) and the UK and within the embassy itself.
  • An ability to use initiative to design and implement improvements to existing work practices (or to develop new ones where required) with the goal of driving efficiency and effectiveness.
  • Effective communication skills - both verbal and written.
  • Ability to respect the confidentiality of work issues and to ensure work is under-taken to highest standards of security.
  • Ability to work collaboratively on projects and tasks as part of an effective team
  • Flexible approach to work and travel. This may include occasional work or travel in evenings or even weekends or public holidays.
  • Experience of working with sensitive information and handling it appropriately.
  • Familiarity of law enforcement in Bulgaria and the UK
  • Experience of open source research
  • Experience of working in Diplomatic and/or law enforcement sectors
  • Knowledge in Turkish

This is a full-time fixed term position (36 hours per week) for 18 months.

The successful candidate will receive a monthly salary of BGN 2463.97 gross. In addition, staff are entitled to a 13th month salary pro rata.

Core skills training and mandatory trainings will be provided by the Foreign, Commonwealth and Development Office. All staff have a personal development plan and access to world class learning and development opportunities.

The successful candidate will be subject to confirmation of a background and security clearance. Anyone with right of residence and employment in Bulgaria may apply, including all EU/EEA citizens and the family members of EU/EEA nationals exercising a treaty right in Bulgaria.
