Main Purpose of the Job:

  • Timor-Leste is categorised as a fragile least developed country (LDC) by the UN and is also a small island developing state (SIDS). Timor-Leste only re-gained independence in 2002. 
  • The UK Government’s Integrated Review concluded that we needed to tilt towards the Indo Pacific, and become reliable partners to countries in the region, which includes increasing our footprint in Timor-Leste and working closely with the Timorese Government to support the country’s development. 
  • This new role has been set up to drive forward the Embassy’s increased focus on Timor Leste. You will be the only full-time Timor-Leste facing member of staff and will have a large degree of autonomy.  You will work closely with (and be supported by) the Developmemt Director and Political team as we begin to increase our Timor-Leste capacity. This is an exciting opportunity to be at the leading edge of advancing UK development support, and wider political support, to Timor-Leste.
  • You will help to identify development needs, appraise programme options and lead on managing any programme actvities that are initiated. 
  • You will build relationships with colleagues in London and elsewhere to seek other sources of development funding from the breadth of funds available across His Majesty’s Government, that meet Timor-Leste needs and eligibility.
  • You will support the Political Counsellor and Assistant Political Officer of the Foreign Security Policy Team with reporting on the political and developmental situation in Timor-Leste. 

What will the Jobholder be Expected to Achieve:

  • You will be part of the Foreign and Security Policy (FSP) Team which covers Indonesian foreign policy, but which is also responsible for the UK’s relations with Timor-Leste, as currently we do not have a British Embassy in Timor-Leste.  You will also work closely with the Development Team which sits alongside the FSP team. You will be responsible for the following :
  • Making regular visits to Timor-Leste.
  • Develop a network of contacts with Line Ministries, the Presidential Office and donor community in Timor-Leste.
  • Liasing with the Government of Timor-Leste and the donor community, such as the UN, to  identify worthwhile programmes, that correspond with the UK’s Development Strategy and Timor-Leste’s stated needs.
  • Support each specific programme team carrying out programme management tasks related to any Timor-Leste focussed programmes.
  • Support the effective financial management of projects to ensure Value for Money (VFM) throughout the programme cycle, including through accurate and realistic up to date spending forecasts over the   financial year, accurate budget profiling for outer years, assets management and timely payment of invoices /claims.
  • Help to review implementing partner/supplier financial reports and ensure all payments meet FCDO’s financial rules, agreed project payment requirements.
  • Help to ensure audit report/annual audited statements for assigned programmes are received, reviewed and findings pro-actively followed up along with Programme Responsible Officer (PRO), Senior Responsible Officer (SRO) and other donors as relevant.
  • Support adherence to, and best practice in, key programme management processes, including risk management, Due Diligence, safeguarding and Counter Aid Diversion Strategy.
  • Support the PRO and SRO with the effective monitoring of projects, including through maintenance and Regular Annual reviews/Programme Completion Reviews, through timely implementing       partners/suppliers reporting, and through support to project governance oversight, meetings, spot checks and field visits as required.
  • Work with the rest of the Foreign Security Policy team, providing support when required on the core work of the team and corporate agenda.
  • Participating in crisis management work as required.

  • A bachelor's degree in International Relations, Management or relevant fields 
  • A Minimum of 4 years' experience of project and/or programme planning and implementation
  • Proven experience in working accurately with financial data and ability to present such data to a wider audience.
  • Ability to quickly build proactive working relationships across HMG and networks across varied stakeholders.
  • A team player with excellent communication and interpersonal skills
  • Fluent in both written and verbal English and Bahasa Indonesia
  • Knowledge of Timor-Leste’s developmental needs and political situation

This is a 12-month, fixed-term contract with possibility of renewal.

We place a strong emphasis on learning and development. You will be encouraged to undertake developmental training and get involved in corporate activities. You will have access to the Diplomatic Academy learning material.

70% of learning will be on the job delivering what is required.
20% will be learning from colleagues currently doing the job, e.g., induction at the British Embassy in Jakarta, job shadowing other colleagues, etc.
10% will be undertaking formal training, either through the embassy’s Learning & Development Committee or through the FCDO’s International Academy e-learning programmes (e.g., understanding the UK module).

Depending on Covid-19 restriction rules, the position offers the possibility of flexible working as long as the business needs are met.  We encourage all staff to work from the office at least three days per week.

No accommodation or relocation expenses are payable in connection with this position.  All candidates must be legally able to work and reside in the country of the vacancy with the correct visa/work permit status or demonstrate eligibility to obtain the relevant permit.

Employees who are not liable to pay local income tax on their Mission salary may have their salaries reduced by the equivalent local income tax amount.
