Main purpose of job:

The Governor’s Office is responsible for good governance, defence and security, and external affairs, among other areas as set out in the 2007 Constitution.  The main purpose of the jobholder will be to work closely with the Head of  the Governor’s Office to support the Governor’s policy priorities, leading on specific policy areas, and providing advice to the Governor and colleagues, including but not limited to:

  • Economy and budget;
  • Financial, legal and corporate services, including preparation for the upcoming CFATF assessment and ensuring compliance with international anti-money laundering obligations;
  • Sanctions implementation and breaches;
  • Mutual Legal Assistance requests;
  • Governance, as appropriate;
  • Communications strategy;
  • Programme oversight, as appropriate;
  • Social and other policy issues as needed, including human rights;
  • Corporate responsibilities.

This role is varied and the job holder will need to be flexible as the office priorities change. The Governor’s Office is a small team and the ability to support others and to take on new challenges is key. This is a small team, with frequent change, so this role will flex to meet the needs of the office, responding to requirements as they appear. Agility, resilience, leadership, and strong communication skills are all prerequisites.

Additionally, the BVI is vulnerable to natural disasters, including hurricanes, earthquakes and tsunamis. As such, the role would change significantly if the Territory is impacted.

Roles and responsibilities / what will the jobholder be expected to achieve?:

The key responsibilities of the job-holder will be to:

  • Be a part of the Office’s leadership team, and lead on a number of priority work-strands, advising the governor and driving policy, including management and oversight of the financial services portfolio, as well as broader economic policy. This includes providing expert advice to the Governor on international policies and trends and their potential impact on the sector in BVI, as well as direct responsibility for ensuring that the Governor meets obligations as Competent Authority for Sanctions enforcement and international legal assistance ahead of the Territory’s CFATF assessment in 2022.
  • Liaise closely with the Deputy Governor’s Office, Ministries, the private sector and colleagues across the full range of policy and communication matters.
  • Build and maintain strong working relationships in BVI, as well as with colleagues in the FCDO and across other UK Government departments and agencies.
  • As communications lead, develop and lead the Governor’s Office’s communications strategy, setting clear objectives, planning ahead, and delivering activity through the team in line with the Governor’s constitutional responsibilities and wider FCDO priorities.
  • Quality control and manage the Governor’s social media accounts, ensuring messaging is consistent with priorities, while ensuring positive values and integrity are upheld at all times.
  • Act as the first point of contact for the media in BVI, and liaise closely with the BVI government information service. Advise and oversee the process of drafting and issuing of press releases, media handling and liaison,  setting up proactive media interviews for the Governor and providing briefings, as well as continuously monitoring and assessing impact.
  • Play a key role in the Office’s Crisis Management Plan, acting as Bronze Political Manager, and back-up Silver Crisis Manager.
  • Supervise  team members, act as cover for the HOGO when absent, and take on broader corporate objectives as defined.

  • Honours degree in related field and/or 5+ years’ experience in financial and corporate services.
  • At least 5 years of communications experience (preferably with strategic, media and digital communications as the role will require all three communications skills).
  • Cross-Whitehall working experience.
  • Knowledge of legislation structures in BVI.
  • Programme management skills.

Learning and development opportunities:

The FCDO is a supportive inclusive organisation that offers significant learning and development opportunities, including access to a range of internationally recognised qualifications.

Some mandatory courses will be required to enable access to systems and to understand the FCDO.

The job holder will gain access to the FCDO’s International Academy, through which they will be able to undertake a range of learning to develop knowledge and professional skills, including policy, leadership skills, programme management and project delivery.

Working patterns:   

The post is for 24 months with the possibility of renewal.

This is a full-time position of 5 working days, 40 hours per week. Jobholder may need to work unsocial hours in an emergency or crisis or as directed by senior management. 

The jobholder may be able to work from home one day per week, to be agreed with the Line Manager.

This position is work permit exempt and does not require a pre-existing legal status to live and work in the British Virgin Islands. However, non British passport holders may require entry clearance and preference will be given to suitably qualified BVI nationals, belongers and residents.  Particularly in current times, work is hard to find in the private and public sector and protective legislation ensures expatriates are only employed when no local person is available to fill the job. BVI positions are work permit exempt and do not require a pre-existing legal status to live and work in the British Virgin Islands. However, non-British passport holders may require entry clearance and preference will be given to suitably qualified BVI Residents.

The Governor’s Office offers a competitive remuneration package including salary, generous leave entitlement, medical package for staff and opportunities for learning and development.  Staff recruited locally by the Governor’s Office are subject to Terms and Conditions of Service according to local British Virgin Islands employment law and Foreign, Commonwealth & Development Office guidance for Local Staff. 

The posts we offer are not an entry point into the UK’s Diplomatic Service.

The Governor’s Office will not be able to meet the costs connected with relocation if offered a position.

Employees who are not liable to pay local income tax on their Mission salary, eg some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount. 

For those applying from outside the Territory, there are very limited employment opportunities locally for spouses.  Annual work permits are required for most jobs which take time to process.  Children must have permission for placement from the Department of Education for both private and public schools and tuition is expensive.

A driving licence is vital as there is very limited public transport in the Territory.

The British Virgin Islands are an Overseas Territory of the United Kingdom.  Every 3-4 years a Governor representing Her Majesty the Queen is appointed. The Constitution gives the Governor certain responsibilities which include oversight for external affairs, defence and internal security, administration of the courts and terms and conditions of public officers. The Governor is supported by a team consisting of both BVI Government staff and FCDO staff who support the Governor in the execution of his/her responsibilities and enables him/her to carry out their programme of public functions.
