Main purpose of job:

The Foreign and Commonwealth Office (FCO) has a Regional Finance, Human Resources and Procurement hub based in Manila, overseeing 37 High Commissions, British Embassies and Consulates in 20 countries in the Asia Pacific region.

The HR hub is an integral part of the global HR team serving staff working in the overseas network for the UK Government. The role of Regional HR Hub is to provide key HR services (recruitment, pay and benefits, talent and performance management, HR enquiries, employee relations and learning & development through regional teams) to customers in the region and to provide a strategic and professional HR capability to support Regional Senior Leaders in delivery of business objectives.

This role is responsible for the overall management of Pay and Benefits operations and project management in the Regional HR Hub including oversight of payroll delivery, pay reviews and pay modelling in the FCO Asia Pacific Network. This encompasses approximately 1700 locally employed staff working at British High Commissions, Embassies and other Offices.

This role will lead on pay policy and delivery for locally employed staff working at British Embassies, High Commissions and other Offices located in the Asia Pacific Region. The role reports to the Regional Head of HR and will deliver through the Pay and Benefits team in the HR Hub, working closely with their London based Pay Policy Team. This role will be responsible for leading and managing high-level engagement with senior stakeholders and partners in the region.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Payroll Management (35%)

  • Oversee accurate and timely delivery of payroll for all Local Staff payroll to ensure efficiency and accurate payments of salaries across the region.
  • Deliver a seamless process flow for all payroll processes including the payrolls for PAG’s to ensure the most streamlined and efficient process of payroll operations.
  • Analyse and review the most appropriate and efficient payroll solutions to post and manage the service agreement within the agreed timelines.
  • Resolve payroll problems like tax and all other escalated payroll enquiries by proposing the best solution and collaborating with Post and Hub Payroll team to resolve within Local Staff Pay Policy.
  • Oversee and advise on procedural controls, risk and governance as it pertains to administrative input to Payroll.
  • Maintain regular customer engagement to ensure quality delivery of services.
  • Ensure Business Continuity Plan is regularly updated and tested as required.
  • Work closely with HR colleagues to ensure consistency in process improvement, data handling, incident management and reporting across all strands driving a cohesive team oriented culture within the HR Hub.

Project management: HR projects/Pay review/payroll (30%)

  • Drive and manage operational HR projects in collaboration with Hub Managers
  • Project manager for pay exercises across the region, advising and making recommendations to Post Leadership teams, hub management and Local Pay Policy Team in London.
  • Lead as Project Manager in the transition of payroll from Posts into the Hub including the data set up and Payroll system configuration, engaging and leading posts in preparation and considering all risks to ensure a smooth transition.
  • Coordinate Pay modelling for all Local Staff on FCO Terms and Conditions of Services and advise posts, on most affordable and appropriate pay settlements in collaboration with RMD (Resource Management Department), Finance Hub and London Pay team.
  • Analyse data results and propose possible scenarios within the policy by adapting to Local framework in collaboration with Head of HR, RMD and London Pay team.
  • Make recommendations on Pay Settlements in collaboration with Head of HR to Posts, Directorate on most affordable and appropriate pay settlements.
  • Analyse and interpret the tracked data from Local & Regional Pay Reviews across the region including a comparison across posts on the various percentiles.
  • Provide advice on Pay and Benefits enquiries and provide an interpretation of FCO Pay and Benefits policy and respective guidance to HR Hub Managers and Posts.
  • Adapt projects for future developments of FCO Policy and Pay Review process to central directives.

Stakeholder Management (15%)

  • Establish a Support Service to senior stakeholders in London and across Asia Pacific by analysing data and compiling reports that provide reliable information to drive decision making on local staff pay in the APAC region.
  • Establish a support service to senior stakeholders at Post on pay related data with a strong customer service oriented approach.
  • Effective stakeholder management with Post Leadership and payroll software vendor on pay related matters/issues.

Information Management and Reporting (10%)

  • Develop MI & Reporting dashboards production and continuous improvement of performance measurement for the overall HR Hub Delivery.
  • Oversee delivery of effective management information on a range of HR Pay and Benefits indicators and contribute to the delivery of the Regional Hub, Service Level Agreement with Posts
  • Responsible for customer satisfaction levels and implementing measures to improve service.
  • Regularly analyse official KPI’s, reports and ad hoc metrics for the HR Pay and Benefits Team and other stakeholders within the region and make strategic recommendations on improvements.
  • Advise the HR Hub Management and stakeholders in HRD on metrics creation, development and maintenance for all HR processes including Recruitment, HR Direct and Pay and Benefits.

Other HR (5%)

  • Perform job grading / evaluation processes for a range of positions regionally under central guidance
  • Support elaboration of business cases and provide data for recommending decisions
  • Adjust operations and implement decisions taken at a senior level.
  • Bachelor’s degree holder or equivalent (advantageous if relevant to HR)
  • 5+ years of experience in Human Resources, Consulting or Compensation related areas;
  • Experience in managing a team and delivering against wide-reaching, deadline driven and complex project goals
  • At least 3 years’ experience in people management
  • Proficient in MS Office applications, particularly advanced Excel skills
  • High level of communicating and influencing skills (spoken and written)
  • High level of customer service orientation
  • Outstanding interpersonal skills; ability to work with people at all levels of seniority in an international environment and within a fast paced, results oriented organisation.
  • Able to adapt to a quick changing and evolving policy framework and present solutions in an autonomous and efficient manner
  • Excellent collaboration and team leadership skills
  • Solid experience in Management Information & Reporting
  • Project Management experience highly desirable
  • Extensive background in compensation and benefits design and delivery; salary reviews; salary structure analysis; and payroll management.
  • Experience in handling audit requirements, process mapping, business continuity planning.
  • Experience in a shared service environment is an advantage
  • Experience in account management or a client-facing role is an advantage
