In this Golden Era of UK-China relations, our countries are keen to expand our cooperation. Given the strength of the UK’s legal system, the reputation of our judiciary, law enforcement agencies, and legal services sector, the UK is well placed to work with China on this high-profile agenda.


As Head of Programme Delivery (Rule of Law for Business), the successful applicant will be taking on an exciting and challenging role at the centre of the newly launched UK Prosperity Programme in China. They will be central to designing and driving forward the envisaged £25 million Rule of Law programme aimed at promoting rule of law in China to support China’s sustainable socio-economic  growth while opening up opportunities for the UK economy and business. Key areas of focus include reducing business risk and cost, improving corporate governance and transparency, and enhancing the competitiveness of the Chinese economy. The successful candidate will work directly to the Minister Counsellor Economic and will work in a small team with two C4(L) programme managers.

Although the focus on the programme is economic, the role requires a significant amount of political engagement and strategic alignment both within the Embassy, our wider China Network, and Whitehall Departments, but also with key UK and Chinese judicial, legal, and commercial stakeholders. As such, you will need to be comfortable meeting with and developing relationships with senior level contacts in both UK and Chinese organisations. Strong communication skills are essential.

Working in partnership with policy leads and project implementing partners, the successful applicant will work on a wide range of policy issues and points of law. They will build on their existing knowledge of judicial reform and transparency, accountability and anti-corruption, and legal and regulatory reform, including market access, intellectual property and competition. A legal background or recent experience of work in legal/ regulatory reform is therefore desirable.


This position is advertised on a fixed-term basis until 31 December 2017. However, subject to confirmation of future funding, it is likely that the position will continue beyond that date.

As Head of Programme Delivery (Rule of Law for Business), you be responsible for:

  • Strategy - Design and oversee the strategic development and direction of the Rule of Law for Prosperity programme. This will require close coordination with a range of policy and commercial leads across the Embassy and wider China network as well as a strong working relationship with key Whitehall Departments.
  • Delivery, procurement, and oversight - With 2 x C4(L) team members, ensure delivery of transition year funding (circa £1.5million), quality procurement of subsequent three-year programme, and oversight of external implementer to deliver high impact outcomes in support of the broad policy agenda. Provide support and leadership to your team, working with the Programme Secretariat to identify training opportunities and development needs.
  • Stakeholder engagement - Manage and develop external relationships with the Chinese system as well as relevant international stakeholders to ensure effective design and delivery of the programme. This will include government departments, research institutes, consultants, other Embassies, and international organisations.
  • Demonstrable experience working in a programme delivery environment: designing projects; setting specific outputs, outcomes and indicators; monitoring and evaluating programme expenditure
  • Experience working with external stakeholders in both commercial sectors and government institutions
  • Understanding of different priorities between China’s central and local governments
  • A minimum of 2 years experience working on relevant policy issues
  • Strong interpersonal and communication skills to engage with different teams

  • University degree

  • Fluent in spoken and written English
  • Legal background, ideally both academic and professional qualifications
  • Experience working within legal/ regulatory department within a UK or Chinese Ministry, business, or within a law services firm
  • Chinese language skills an advantage, particularly strong spoken and listening skills

Conditioned working hours is 35 hours/ week from Monday to Friday and flexible working can be arranged upon personal needs.
