Main purpose of job: 

Manage the British Embassy Kabul’s Support to Peace programme in Afghanistan as Programme Manager, in line with UK government rules and guidance, and coordinate the design of a new programme to start in 2020.

Contribute to the UK Government’s policy and approach to supporting a peace process in Afghanistan, and represent the Embassy in peace projects coordination meetings and events.

Roles and responsibilities:

The British Embassy Kabul is delivering a programme to support the Afghan Government’s peace objectives. This is funded by the Conflict, Security and Stability Fund (CSSF) and managed by the Foreign and Commonwealth Office (FCO). This position will play a key role in designing a new peace programme to start in April 2020 in line with the UK Government strategy for Afghanistan.

Specific responsibilities include:

1.    Lead on the successful delivery of the British Embassy Kabul’s Support to Peace Programme; ensuring projects achieve planned milestones and targets, and demonstrate good Value for Money (VfM). 

2.    Meet potential project partners and recommend projects that met the programme’s objectives.

3.    Lead quarterly and annual reviews for the programme, identify lesson learnt, and implement recommendations to improve future delivery. Ensure final project reviews are completed within three months of project closure. 

4.    Coordinate the design of a new CSSF Support to the Peace Process programme to start in April 2020, in line with the UK Government’s strategy for Afghanistan. Draft the business case for the programme, incorporating inputs from technical advisors and colleagues across London and Kabul.

5.    Take responsibility for financial and risk management of all projects to ensure all UK funds are implemented as planned by partners, with any poor performance or allegations of corruption or fraud immediately escalated in the Embassy.

6.    Support implementing partners to understand Embassy objectives and requirements, and meet targets as planned.

7.    Represent the British Embassy Kabul as required at external events including donor coordination meetings, and clearly communicate the Embassy’s approach to supporting a peace process in Afghanistan.

8.    Engage with the Afghan Government, Ministry of Peace and international community to increase collaboration and coherence of efforts to support peace.

9.    Work collaboratively with Embassy colleagues to ensure that the programme contributes to broader UK Government objectives. 

Language requirements:

Language: English

Level of language required: Proficient  

Essential on arrival:  

1.    A minimum of three years working in an Embassy, NGO, UN agency, business or related environment in Afghanistan, in a project management role or with project management experience.

2.    A degree level qualification.

3.    Able to work independently, to apply initiative, to problem solve and work under pressure to meet multiple and changing priorities, deadlines and objectives.

4.    A confident communicator able to deal with senior government officials, VIPs and high level contacts.

5.    An excellent team player, with interpersonal skills, and the ability to take the wider perspective.

6.    To be proactive and work on their own initiative whenever required

7.    Excellent communication and oral and written English skills

8.    Computer literacy in all Microsoft packages, especially Excel, and accurate typing skills.

Desirable:

1.    Experience or knowledge of peace processes.

2.    Experience on incorporating gender equality into programming.

SALARY PACKAGE:

The Local Staff Terms & Conditions for staff working in the British embassy will apply. 

For external candidates, Gross salary will be $ 3,442.69 per month with $100 transport and $125 medical allowances.
