Main purpose of job:

The Foreign and Commonwealth Office (FCO) has a Corporate Services Centre consisting of a Global Transaction and Processing Centre and Regional Finance, Human Resources, and Procurement hubs, based in Manila. The HR Hub oversees 36 British Embassies, High Commissions and other Offices located in the Asia Pacific Region.

The HR hub is an integral part of the global HR team serving local staff working in the overseas network for the UK Government. The Regional HR Hub provide key HR Services (recruitment, pay and reward, talent and performance management and HR enquiries) to customers in the region and provide a strategic and professional HR capability to support Regional Senior Leaders in delivery of business objectives. 

The Regional HR Officer will be responsible for supporting HR policy and operations for locally employed staff working at British Embassies, High Commissions and other Offices located in the region. Act as point of contact in managing the HR Direct mailbox, responding to enquiries from staff across the Asia Pacific region, processing transactional and administrative HR tasks and handling employee data management requests and management information reports. The role will report to the Regional Deputy Head of HR.

Roles and responsibilities / what will the jobholder be expected to achieve?

Service Delivery and Management Information (70%)

  • Manage the HR Direct mailbox by assigning tickets, responding to general HR queries received by referring to HR policies and processes and terms and conditions of service
  • Act as point of contact in resolving employee data management requests or troubleshooting system issues, endorsing queries to other teams as necessary and flagging urgent and complex queries to HR Advisors adhering to the HR Service Level Agreements
  • Manage employee life cycle process such as providing Exit Support (i.e. pro-ration of leave entitlement, provision of exit checklist)
  • Prepare dashboard and management information reports such as headcount and attrition reports, leave reconciliation, analysis of key trends/issues, and exit data
  • Produce and analyse regular and ad-hoc HR reports
  • Lead in tracking and logging HR Direct enquiries in SharePoint 
  • Maintain accuracy, manage and regularly audit all personnel information in HR system
  • Upholds confidentiality, data protection and data privacy laws

Engagement, Communication, Teamwork & Partnership (20%)

  • Respond to enquiries and requests from internal and external stakeholders applying strong pro-active customer service skills
  • Build networking skills and partner with relevant stakeholders in the region
  • Maintain open dialogue and good working relationships across different teams in service delivery
  • Communicate effectively both verbally and in written form with employees to explain and resolve queries and concerns (i.e. email, call and chat / instant messaging)

Service/Process Improvement (10%)

  • Seek understanding of processes and program regulations for continuous improvement and partner with colleagues in HR and other cross-functional teams to drive alignment of processes
  • Participation in the continuous improvement of HR processes
  • Perform other projects and duties as required
  • Experience in HR System Administration (Oracle) is an advantage
  • High attention to detail/accuracy and able to see the big picture
  • Ability to appropriately prioritize work and responsibilities in a fast-paced environment
  • Analytical with good problem-solving skills
  • Can work independently as well as collaborate with the team
  • Strong Microsoft Office skills – specifically excel, outlook and SharePoint
  • Diploma/Degree holder in Psychology, Human Resources Management or equivalent
  • 2 to 3 years’ experience in HR and employee data management or similar field
  • Strong customer service and communication skills
  • Ability to produce metrics, reports and graphs
