Main purpose of job:

The British Government’s Embassy in Washington has an exciting opportunity for a driven and organised person to join the FCDO Services team as Regional Delivery Manager. 

This opportunity is a rewarding role which supports the British Government’s Network of Embassies, High Commissions and Consulates across the entire Americas region. The ideal candidate will be an experienced and confident Project / Delivery Manager - comfortable in dealing with complex estates and construction projects as well as customers at all levels. They’ll have excellent communication, organisational and time management skills. 
The Regional Delivery Manager is responsible for the Delivery and Management of various security and estates projects across the region – ensuring these are delivered to time, budget and quality requirements alongside a stringent set of governance framework and processes. 
Reporting to the Regional Portfolio Manager, the Regional Delivery Manager will work with internal stakeholders both within the region and in the UK in order to take projects from the requirements phase, through design into Construction and Deliver phases. They’ll engage and manage delivery through our trusted third party supply chain partners across the region and in the UK. 
A focus for the role will be on managing various stakeholder requirements, their interests, influences, and their expectations as well as ensuring accurate communication and reporting throughout the project lifecycle.  A rigorous adherence to risk and change management processes is essential

Roles and Responsibilities:

•    Deliver and manage security and estate activities/projects in accordance with SLAs, programme/project plans and customer requirements.
•    Form and lead effective multi-functional teams across multiple international borders and time-zones. 
•    Schedule work packages and add them to the pipeline to ensure adequate forecasting and resource planning enabling the optimum use of FCDO Services resources.
•    Monitor and record financial performance of activities to stay within budget and provide updates to Governance Boards in accordance with the arrangements set out in customer proposals.
•    Set the cost and resources baseline for the activity and ensure that all required data entries are complete and accurate to conduct effective analysis.
•    Deliver requirements to time, budget and quality, working within the FCDO Services governance model and ensure, when working on projects, they are delivered in line with the wider FCDO Services governance framework. 
•    Perform internal and external stakeholder mapping, communications strategy and communications planning.
•    Identify and manage stakeholder requirements, interests and influences and manage their expectations.
•    Embed rigorous risk and change management processes and procedures, escalating issues, where appropriate, to the Regional Portfolio Manager.
•    Financial planning and management of security and estate works, ranging in value from £5k to £500k to ensure delivery within the agreed cost forecasts.
•    Deliver activities to time, quality and cost, in compliance with internal processes, policies and all Health and safety requirements
•    Liaise with end-users and centralised customers to agree scope, budget and timeframes for estate works. 
•    Build up local supply chains with less reliance on using UK centric contractor resource.

Resources managed: 

No direct staff management. However some delivery staff may need to be matrixed managed through a project delivery structure. Financial responsibility within the limits of projects as required (typically

Working patterns:

This role is 40 hours a week, but does (not) require set working hours each day.  We are able to accommodate a varied working pattern.

The British Embassy and FCDO Services embraces hybrid working, allowing its staff to typically work from home 2 or 3 times a week.  We are an organization that also recognises the critical value of team work and we embrace and endorse collaboration by ensuring that all staff attend the office flexibly yet regularly.  

Essential on arrival: 

•    Prince 2 Practitioner, APMP, ISEB Certificate in Project Management or equivalent 
•    Managed construction projects from inception to completion
•    Applied project management methodologies in project design, development and implementation
•    Specific domain understanding and experience, in terms of the operation, maintenance and deployment of using NEC3/4, GC works, and FIDIC contracts and documentation in procuring construction
•    Health and Safety knowledge and experience in construction and CDM2015 regulations

•    Commercial awareness and business acumen.
•    Experience with local supply chains and maturing them into working partners.
