About us:

The British Embassy in Kyiv is part of a world-wide network representing British political, economic and consular overseas. There now exists an exciting opportunity for a Programme and Project Manager (PPM) to join its Early Recovery & Reconstruction Team. In this role you will provide relevant support and leadership to ensure excellence in delivery of our portfolio of work across our economic recovery and energy programmes.

The UK is focussed on supporting Ukraine in building their capacity to deliver recovery and reconstruction on an unprecedented scale. The British Embassy in Kyiv are currently designing a dedicated recovery and reconstruction programme, likely to include further support for private-sector investment, targeted work on shorter-term reforms, building inclusion into recovery and reconstruction, and future support to other sectoral reconstruction. This will involve close engagement with IFIs active in the reconstruction space as well as other donors.


Among other programmatic areas, the PPM will lead on designing and overseeing projects related to

(i) supporting Ukrainian public and private sector access to international investment and trade finance,

(ii) supporting local and regional economies in Ukraine to grow through private sector investment, and

(iii) supporting the Government of Ukraine though technical expertise to design and deliver major infrastructure projects.

Thematic areas of responsibility may change as the Programme develops. Working closely with implementers, key stakeholders and colleagues across the Embassy and in the UK, the PPM will communicate, coordinate and provide advice on the delivery of sustainable UK funded projects in Ukraine.  


We are looking for a motivated, pro-active individual who understands the importance of value for money, is able to identify and respond to programme delivery risks and can demonstrate adaptability in a changing environment.  This role will provide you with the opportunity to develop programme and financial management skills alongside experience of stakeholder management, monitoring and evaluation of programme results, and risk management.


The role may be extended on a one-year fixed term basis.

The job holder will achieve:

The Programme and Project Manager is expected to manage a number of projects, which may include public and private sector access to international finance; supporting local economies through private sector investment; supporting the Government of Ukraine via technical assistance on designing and delivering major infrastructure projects. This role will be supported by a range of advisers including Private Sector, Infrastructure, Social Development, Economic and Trade advisers alongside the wider Programmes Team at the Embassy and in the UK.   

  • Programme cycle management to ensure the timely planning of activity and reporting in accordance with Programme Operating Framework.
  • Managing a programme of projects, and providing quality assurance of project deliverables, including value for money, outputs, outcomes and impact etc. Appropriately escalating risks and challenges in a timely manner.
  • Leading the effective monitoring of projects, including through maintenance and timely and rigorous Annual Reviews/Project Completion Reviews, through cycle of timely partner and supplier reporting.
  • Managing project relationships, including partners, suppliers, and beneficiaries, in line with agreements, supplier’s code of conduct and best practice stakeholder management and contract management.
  • Overseeing programme and projects performance through effective monitoring and evaluation strategies, utilizing data-driven assessments, analysis and reporting to enhance programme effectiveness and inform decision making, incl. continual improvement.
  • Leading the effective financial management of projects to ensure Value for Money (VFM) throughout the programme cycle, including through accurate forecasting, asset management, timely payment of invoices/claims, and timely submission of financial reports and Annual Audited Statements where required, in line with FCDO budget policy and financial reporting requirements.
  • Championing Gender Equality and Social Inclusion in BE Kyiv programming, ensuring our projects are gender sensitive and do no harm.
  • When required supporting or leading on other thematic projects across the programme team. The team is flexible and adapts to new priorities and its capacity.
  • Supporting and leading events with implementers or visitors from the UK.  Providing translation and or briefing notes as required for senior officials.
  • Contributing to wider team and Embassy objectives, corporate activities and learning. 

Resources managed:

Delivery of projects amounting to £60-70m per year.

Staff management responsibilities depending on the Programme Team needs.

Our ideal candidate will have:

  • Strong written and verbal communication skills in English and Ukrainian (C1 level or higher according to the *CEFR for languages)
  • Programme and project management experience 
  • Ability to manage a wide network of stakeholders to deliver programme objectives 
  • Good understanding of Ukrainian politics and the internal reform agenda, in the context of early recovery and reconstruction in Ukraine
  • Experience of monitoring and evaluation methodologies  
  • Understand the principles of accountability 
  • Pro-active and enthusiastic about improving programme management approaches and applying lessons learned 
  • Relevant background working with international or national non-Government organisations, (I/NGOs), governments, multilaterals and other donors 
  • Ability to manage workload and deliver at pace whilst maintaining quality 
  • Experience of managing budgets 

Good to have:

  • Strong written and verbal communication skills in Russian (C1 level or higher according to the *CEFR for languages)
  • Highly desirable experience of successful implementation of economic recovery programme and/or projects in Ukraine 
  • Experience of gender equality and social inclusion mainstreaming at all stages of programming cycle, including key M&E stages such as results framework design and evaluation
  • Experience of working in the following areas: economic development, trade, international finance, infrastructure planning, gender equality, or other relevant areas 
  • Minimum of a Bachelor's degree in International Relations
  • Project Management qualification

This is a fixed-term contract for 12 months, for 40 working hours per week including 1 hour per day for lunch.

BE Kyiv will provide a full induction.  The job holder should complete the relevant HMG Programme Manager, procurement and financial courses once taken up the position.
