UK Mission

The UK’s Foreign, Commonwealth and Development Office (FCDO) is setting up a new team to support our diplomatic posts across the Indo-Pacific region with their bilateral project and programme management.  This is to raise the quality and capability of our network’s programme management, in line with the FCDO’s Programme Operating Framework (PrOF). The team will be based in the British Embassy in Jakarta and the British High Commission in New Delhi to cover the range of time zones of the region.  It will provide support to posts around the Indian Ocean region as well as China, North East and South East Asia and the Pacific.  It will help with procurement, programme and financial management and monitoring and evaluation. In a consultation we ran with our Indo-Pacific diplomatic network earlier this year, between 10-20 posts indicated they needed support with this. The team will be part of the Indo-Pacific Regional Department (IPRD), reporting to its Deputy Head who will be based in New Delhi. Once we have set up and piloted the team, there is the potential to make it permanent. 

The wider Indo-Pacific Regional Department designs and delivers major trans-boundary regional programming and provides technical policy advice. The Team delivers major multi-year Official Development Assistance programmes in three main areas: Climate, Economic Development and Social Development. The team is a mix of technical advisors (focused on the Indo-Pacific), a policy lead, and Programme Managers. We support the delivery of HMG’s Indo-Pacific strategy, as set out in the UK Government’s 2021 ‘Integrated Review’.

We are seeking a Team Leader, who will be based in the British Embassy in Jakarta and lead this new team in providing support to our Indo-Pacific diplomatic posts with their bilateral programme and project management.  S/he will line manage two new programme management staff and oversee a wider team - total 7 staff, with 5 based in Delhi and 2 in Jakarta providing expertise in each aspect of programme management. Whilst we are recruiting for 5 new positions within the team (including the team leader role), the other positions will be filled by existing staff in the British High Commission in Delhi. A number of the team will also have additional responsibilities beyond the scope of the post support team. You will need to have excellent leadership skills to form and motivate the team, giving them clear direction.

You and your team will need to prioritise support for those of our diplomatic posts with least capacity and expertise relative to the value of programmes they run. You will need to develop effective working relationships with teams in a wide number of posts as well as external partners across a large, diverse geographic area spanning several time zones. The team will need to work closely with FCDO headquarters in London to provide accurate advice that is in line with the organisation’s processes and standards.

Roles and responsibilities:

As this is a new team, the responsibilities will evolve as the specific requests from our diplomatic network for programme support become clear. The responsibilities listed below give an indication from our initial consultations. To note, it is not expected that you will understand internal FCDO programme management processes in advance of appointment. Existing staff will also provide technical leadership on the Finance and Monitoring/Evaluation/Learning (MEL) functions.

You and your team will support British diplomatic posts across the Indo-Pacific with their programme management.  You will need to show:

Team leadership

  • You need to lead a happy, motivated and high performing team that receives positive feedback from our diplomatic posts for the programme management support it provides.
  • Provide clear direction to the team, ensuring each member has clear objectives, and understands how these contribute to the wider team and the Indo-Pacific Regional Department.
  • You will help to set the parameters of the service provided to Posts, and then engage Posts regularly to ensure that they are content with these, putting in place effective oversight mechanisms, working closely with the Deputy Head of IPRD.

The team will deliver the main functions below:

Programme Management

  • Building programme management capability: helping Posts to understand where to go for advice, training etc, and supporting them directly in some circumstances to deliver effective programme design, development and management e.g. risk management, due diligence assessments, contract procurement.

Monitoring, evaluation and learning lessons (MEL)supported by IPRD’s existing MEL Team Leader

  • Helping Posts to improve the quality of their programme monitoring, results and reporting – to develop robust evidence and high quality data, learning lessons, and communicating these.

Financesupported by IPRD’s existing Finance Team leader:

  • Supporting programme managers with their corporate financial reporting and driving up effective financial management.

Reporting

  • This post will report to the Deputy Head of the Indo-Pacific Regional Department, based in Delhi.

PLEASE NOTE: due to the dynamic nature of our work, aspects of this role may change over time. The post-holder will need to be flexible and willing to adapt to evolving responsibilities.

Resource managed:

You will line manage 2 programme managers (1 in Jakarta and 1 in Delhi).  You will also need to task other team members for whom you do not have direct line management responsibility, both in Jakarta and Delhi.

 

There is no requirement to have previous experience of working for the British government or of development work. We are looking for an experienced and flexible team leader with drive and initiative to set up this new team. The successful candidate be a quick learner, will enjoy taking initiative, supporting others to deliver, and have strong judgement. S/he will demonstrate:

Essential on arrival:

  • Excellent leadership, team working and communication skills to lead your team based in British diplomatic posts in 2 different countries and work effectively with a wide range of partners across the Indo-Pacific.
  • Excellent interpersonal skills with an ability to build strong working relationships quickly with a wide variety of internal and external stakeholders, and able to manage their expectations effectively.
  • Strong knowledge of programme/project management is essential, with at least 4-5 years’ experience.
  • Strong analytical skills with a proven ability to prioritise and manage a demanding workload.
  • Proven ability to think strategically.
  • An ability to comply with corporate systems / procedures / policies and a good knowledge of computer programmes (particularly MS Office and internet/intranet) with aptitude for effectively learning FCDO’s on-line systems quickly.
  • Fluent spoken and written English

Desirable:

  • Past experience of FCDO systems would be helpful, but not essential.
  • Some understanding of regional development issues including climate change, trade and connectivity would be beneficial.

Qualifications:

  • The successful candidate will be expected to hold a graduate degree.

Technical Competence

The Team Leader will need to demonstrate strong ability to lead programme/project management.

Knowledge and understanding of International Aid.  In addition, the job-holder would be expected to exhibit the FCDO’s International Competencies notably in this role:

Build and maintain cooperative and productive relationships with an effective range of external contacts. Use the network professionally and sensitively to the benefit of the UK.
