The Foreign, Commonwealth and Development Office (FCDO) has a worldwide network of embassies and consulates, employing over 17,000 in nearly 270 diplomatic offices. We work with international organisations and governments to promote UK interests and global security.

The British Embassy in Tallinn is part of this world-wide network, representing British political, economic and consular interests overseas and is now looking to recruit a Service Designer.

This is an exciting opportunity to be at the heart of driving how digital and technology will transform the way that FCDO operates. The Information and Digital Directorate (IDD) has an ambition for FCDO to be a leader in the use of digital and technology to deliver diplomatic and development outcomes.

We are looking for a natural problem solver with a strong interest in digital transformation and user-centred design. You will be rapidly delivering projects to identify and prototype new ways of working and tools for diplomatic offices and staff across your region.

The role of the Service Designer is to discover, define, develop and deliver user-centred digital solutions. In this role, you will:

  • Discover user needs through conducting user research and align them with business needs being mindful of security considerations.

  • Identify users and understand their needs translating user insights into digital solutions to meet these needs and engage in meaningful interactions with users.

  • Develop service concepts and options based on the user insights and support business partners to make an informed decision on how to move forward with a digital solution.

  • Apply digital and technical knowledge to create workable prototypes to test with end users with a range of Microsoft applications.

  • Collaborate with the FCDO Labs team to provide a seamless user experience for the teams with which we are partnering.

We all have a responsibility to embrace the changes of the FCDO as it transforms and build the culture we want to see. In this role you will also be responsible for:

  • Working as part of a project team undertaking a variety of activities throughout the project including user research, problem analysis, content creation, service design and prototyping.

  • Building effective relationships at a working-level with users, project stakeholders and colleagues across the FCDO to build a network that can be used to gain the insights we need to successfully deliver impactful projects.

  • Contributing to the development of the UK and Overseas Labs team as well as your post; helping to build a sense of community and promoting digital and user-centred ways of working.

  • Proficient level of English both written and spoken, C1 level according to the CEFR framework*

  • Service and User-centred design. You have a working knowledge of service design and/or user-centred design in a government context. You have a passion for problem-solving and the ability to think creatively and come up with fresh ideas to solve challenges.

  • User focus. You know about user experience analysis and its principles. You can explain the purpose of user research and focus on user needs.

  • Agile working. You know about agile methodology and can apply an agile mindset to all aspects of your work. You can work in a fast-paced, evolving environment and use an iterative method and flexible approach to enable rapid delivery.

  • Communication. You have excellent communication skills with the ability to work with a wide range of stakeholders.

  • Prototyping. You can explain what prototyping is and test early stage prototypes with end users. You have an understanding of how to work in an open and collaborative environment.

  • Programming and build. You can develop, test, correct and document simple solutions in Microsoft applications.

  • DDaT (Digital, Data and Technology) perspective. You can demonstrate an understanding of user-centred design, technology and data perspectives. You understand the range of available technology choices and can make informed decisions based on user need.

This is a full-time permanent contract.

The annual leave entitlement is 20 working days per year pro rata and the Embassy enjoys an average of 14 public holidays per year.

The successful candidate will be subject to confirmation of a background check and security clearance.
