The UK Missions in Belgium are part of a world-wide network of over 200 Posts representing British political, economic and consular interests overseas.

Corporate Services Benelux (CSB), a joint service leading on operational support to the UK diplomatic missions in Brussels, Luxembourg and The Hague, is now looking for an HR Advisor.

Main purpose of job:

The HR Advisor will be responsible for providing operational HR support and advice to Country Based staff of the UK Missions, handling HR projects, implementing change, and improving outreach and visibility of the HR function across the missions.

Roles and responsibilities: 

  • Give regular presentations to Country Based staff and others on internal policies and HR rules specific to Belgium. Pro-active floor-walking to raise awareness and/or advise Country Based staff of HR conditions of service; 
  • Handle various HR-related projects to improve the level of support offered to Country Based staff and to increase visibility of the service provided. Analyse, review existing processes and implement changes;
  • Monitor Country Based staff recruitment process in collaboration with the HR Hub;
  • Responsible for Country Based staff induction process – support new colleagues, give presentations, etc.;
  • Streamline and improve current administrative HR processes, including implementing new ways of working;
  • Manage Country Based staff database and maintain personnel files;
  • Act as single point of contact for all interns: monitor recruitment, oversee contracts, follow-up closely with the managers throughout the internships and liaise with external stakeholders (Bruxelles Formation);
  • Act as single point of contact for all Country Based staff for all questions related to long term leave (maternity, paternity, parental, long term sick leave), and other types of HR-related queries. Escalate to HR Manager when needed;
  • Act as Deputy HR Manager. This includes line management responsibility but covers all aspects of the HR manager role when deputising;
  • Ad hoc support to senior stakeholders on the Brussels Post.
  • Act as Information Management Officer for the Corporate Services Benelux Department. 
  • Ad hoc tasks that may be assigned to you. 

Resources managed (staff and expenditure):

  • Line management responsibility of the Corporate Services Support Officer. 

What do we look for? 

  • Full professional proficiency in English, including excellent writing skills (written and spoken, minimum of C1 level for CEFR framework*);
  • Full professional proficiency in Dutch or French, including excellent writing skills (written and spoken, minimum of C1 level for CEFR framework*);
  • Experience in general HR or in an HR Operations role;  
  • Experience in delivering projects in an international environment; 
  • Good knowledge of Belgian labour legislation;
  • Competence to build and effectively manage interpersonal relationships at all levels;
  • Proven oral and written communication skills with the ability to clearly articulate messages to a variety of audiences;
  • Organised, able to handle a variety of tasks with different deadlines;
  • Customer-driven; collaborative and team work spirit;
  • Good problem-solving skills: capacity to deal with a wide range of problems and to select the appropriate course of action from the options available;
  • Good IT skills, especially standard MS Office applications (Word, Excel and Outlook);
  • A flexible, agile and positive approach.
  • Knowledge of HR systems and experience of Human Resources metrics in an international environment;
  • Professional qualification in HR;
  • University degree; 
  • Previous experience in delivering presentations;
  • Ability to create partnerships and gain commitment.

This is a permanent full-time contract for 5 working days (36.25 hours net) per week. The monthly gross salary for this position is € 4,874.20 gross, Executive Officer (EO) level.

In addition, we offer an extensive salary package, which includes a 13th month, luncheon vouchers, pension scheme, optional hospitalisation insurance (subject to monthly employee contribution), reimbursement of public transport and a lot more. We offer more days of annual leave than the Belgian requirements.

Please note that Belgian nationals will be paid their salary gross and are expected to comply with their tax obligations through completion of a tax return to the Belgian authorities. Non-Belgian nationals will receive their salary net, minus the deduction of an equivalent level of Belgian tax retained at source. Further information on this will be given to candidates during the recruitment process.

Staff recruited locally by the British Diplomatic Missions in Belgium are subject to Terms and Conditions of Service according to local Belgian employment law.

The successful candidates will be subject to professional background checks and security clearance.

Passport: officers are expected to be in possession of a passport due to the possibility that they may be asked to undertake business travel.

Visa/work permit requirements: Candidates must currently hold the independent right to live and work in Belgium and be prepared to ensure that right remains throughout the scope of the contract.
