Main purpose of job:

The Country Based Staff (CBS) Regional Human Resources Hub based out of New Delhi, serves the South Asia region and covers 20 British High Commissions and Embassies in Afghanistan, Bangladesh, India, Nepal, Pakistan, Sri Lanka and Maldives. We work with Corporate Services Teams and Senior Leaders to ensure HR best practices, to support operationally and to advise strategically.

CBS HR Hubs provide key HR Services including recruitment, job evaluation, HR advisory and HR enquiries, pay and benefits/reward, talent and performance management, and strategic HR support to customers across the region. The CBS HR Hub works with the Missions’ Corporate Services Teams and Senior Leaders to ensure HR best practices, to support operationally and to advise strategically. The Hubs coordinate with Human Resource Directorate in UK, Corporate Boards, Finance and Procurement Hubs to bring greater strategic coherence and consistency in HR delivery. By centralising HR work, Hubs provide the Missions with access to subject matter experts that are committed to high performance standards and agreed service levels.

The Regional Recruitment Manager is an exciting role in the HR Hub located in New Delhi servicing offices in the South Asia and Afghanistan region. The incumbent will effectively lead and manage a team of regional recruitment staff in the delivery of recruitment of locally engaged staff working at British Embassies, High Commissions and other Offices located in the South Asia & Afghanistan Directorate as per the agreed service level agreement.  The role reports to the Deputy Head of Human Resources for the region.

The HR hub forms an integral part of the global HR offer to staff working in the overseas network for the UK Foreign Commonwealth and Development Office, and will lead on all specific HR issues in collaboration with the London based HR Directorate.

Roles and responsibilities/ what will the jobholder be expected to achieve?

Recruitment Service delivery:

  • Overall ownership and effective and efficient delivery of the highest quality recruitment services in the region within the agreed SLAs/KPIs
  • Advise and guide hiring managers on the recruitment process giving inputs for successful high-quality recruitment service!
  • Carry out grading reviews for vacancies within the region.  

Stakeholder Management:

  • Build strong and collaborative relationships with Posts by actively engaging with relevant stakeholders and Hiring Managers on recruitment-related matters.
  • Ensure that very high engagement levels with all key customers are established and maintained to effectively understand and manage customised recruitment campaigns and other issues
  • Set and manage expectations of Hiring Managers along with providing suggestions on recruitment campaigns.
  • Working with necessary recruitment vendors  

Team Management:

  • Engage, motivate and develop the Recruitment Officers to effectively deliver the recruitment requirements for the region within the defined SLA.
  • Manage the recruitment team effectively on day-to-day operational matters, delegate work equally, and support to team members when required for hard to fill positions, queries on processes and procedures.
  • Keep the team updated on any policy developments and changes in order to create awareness within them and effective delivery of policy guidance. 

Strategy/Process Improvement:

  • Identify, provide and implement innovations for a continually evolving, relevant and effective region-wise recruitment process.
  • Work on improvement of templates, formats, process documentation, etc.
  • Work with post on strategic recruitment related issues/queries.   

Management Information Systems and reporting:

  • Ensure effective and optimum use of the recruitment software by the team.
  • Effective management of Recruitment MIS, trackers and ensuring an error free input for payroll processing on a monthly basis.
  • Timely reporting of the SLA, KPIs and any other reports required.
  • Work on creating dashboards for recruitment MI

Essential on arrival:

Education:

  • Post-Graduation or equivalent qualification in Human Resource Management 

Experience & Skills:

  • Minimum 5 years of experience in a HR role, preferably Recruitment
  • Experience in a shared service environment is an advantage.
  • Articulate, level headed with very good customer service orientation.
  • Excellent IT skills in Word, Outlook, Excel, PowerPoint
  • Excellent communication skills both written and verbal.
  • Ability to work in a fast-paced environment.

Salary will be all-inclusive of INR 68,508 per month together with a 12% Provident Fund & 6% Superannuation Fund.

If you are a spouse of a staff member already employed with British High Commission, you will be covered under the family medical cover of your spouse.

No relocation or any other related costs or assistance will be provided.

Please note - BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, eg. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
