Main purpose of job:

This is an exciting opportunity to work as part of a high performing team on energy in China. Energy is a key part of the UK-China bilateral relationship and the successful candidate will provide crucial policy support to accelerate China’s energy transition and reduce greenhouse gas emissions. The job holder will lead on UK-China cooperation on low-carbon transport, a complex topic and ever-growing area of UK-China policy and commercial cooperation. They will also have the opportunity to work on rapidly emerging energy technologies and related policies (e.g. hydrogen, energy storage) by identifying opportunities that align with UK priorities, lobbying in support of UK objectives and reporting with recommendations for action. Explaining complex information clearly along with excellent written and analytical skills is essential.

The job holder will also work to identify opportunities for using available funding to implement targeted projects in support of our engagement priorities. This will include providing project management support, organising official level meetings and coordinating stakeholder management plans. Strong project management skills are therefore also essential.

This is an opportunity to work on one of the UK-China top foreign policy priorities. The job holder will work in a busy team which requires flexibility and creates extra developmental opportunities when covering for other team members. Taking ownership of work and achieving challenging goals will be a key part of the role. A number of competing priorities will often need to be kept on track simultaneously and the successful applicant can expect the role to evolve.

Roles and responsibilities/what will the jobholder be expected to achieve:

1. Policy Delivery

  • Policy lead for low-carbon transport and emerging energy technologies, using your skills to understand the key issues, future trends, UK and Chinese interests and how targeted engagement may influence in support of UK objectives.
  • Support the team’s Power Market Reform Lead as policy lead for energy storage and hydrogen
  • Managing and building existing and new relationships with key stakeholders in your policy area, both internally and externally including with government, think tanks, academics, NGOs and industry
  • Working with Team Leaders to identify the opportunities for impactful events and visits, to ensure HMG policy influence in your areas. Leading on delivering these events, including programme design, stakeholder engagement and written/oral briefings.
  • Monitor the UK and China’s evolving policies on emerging energy technologies, including by supporting DIT colleagues in achieving commercial priorities in these new areas.

2. Logistical Support

  • Support the team in Ministerial and senior official engagements, including the annual UK-China Energy Dialogue.
  • Provide logistical support for the energy team as necessary, including by accompanying and arranging engagements between government and sectoral stakeholders and Team Leaders.

Essential on arrival:

  • Bachelor degree or above with a minimum of 3+ years’ professional experience (candidates will be required to submit degree essays or professional reports written in English)
  • A self starter that can work well both individually and in a team, with a proven ability to work proactively, often under tight deadlines
  • Excellent problem solving skills, including the ability to learn quickly and to handle multiple requests simultaneously;
  • Excellent presentation skills with ability to produce clear, concise written reports and confidence in talking to range of expert and non-subject expert audiences
  • Ability (with proven experience) to translate English<>Mandarin, both orally and written, often at short notice and in external facing meetings.

Desirable:

  • Knowledge and understanding of Chinese Government structure and/or China’s energy industry (gained through significant work experience or policy work)
  • Proven experience and credibility gained in an international environment (e.g. similar diplomatic missions, international organisations) is desirable, but not mandatory.

Working Patterns:

Conditioned working hours is 35 hours/week from Monday to Friday and flexible working can be arranged upon personal needs. Flexible working arrangements is always considered.

Other Information:

This is a short term job to cover a staff member who will be on maternity leave (date of return to work is 31 July 2023).
