Main purpose of job:

This is a fantastic opportunity to join a fast paced and dynamic team in a critical decade for global action on climate change. The purpose of the Climate Change Policy Manager role is to lead on UK-India climate change policy engagement, analysis and reporting while providing expert advice and working in collaboration with internal and external stakeholders. You will be part of the Climate and Energy Team, Foreign Commonwealth and Development Office, at the British High Commission, New Delhi. You will be working on issues at the top of the British and Indian governments’ priority lists as our two countries work together to deliver climate priorities under the 2030 Roadmap for India-UK future relations.

Firstly, the main purpose of the job is to lead the team’s coordination and relationship management with relevant Government of India ministries and departments, in particular engagement with the Ministry of Environment, Forests and Climate Change (MoEFCC), as well as with relevant climate policy think tanks, NGOs, influencers and with other embassies. The postholder will regularly engage with external stakeholders to secure team objectives at both policy and programme-level. This includes leading on key aspects of relevant Ministerial and senior-level official visits and interactions. You will require excellent communication, coordination and stakeholder management skills.

Secondly, the postholder will provide expert policy advice and reporting on India’s climate change policies, regularly preparing and sharing timely analysis, reporting and briefing HMG colleagues in the India Network and across UK government departments. This includes closely following India’s position in international climate negotiations (eg at UNFCCC COP28, G20). You will need excellent analytical skills and a strong interest and knowledge  in climate change.

Thirdly, the postholder will lead on strategic communications on climate, energy and environment. Working closely with the comms team, you will deliver strategic messaging to increase visibility of UK-India climate and energy collaboration and stronger pick-up of UK climate change messages by Indian stakeholders, for example by providing policy content for op-eds or interviews. The postholder will also lead on internal communications for the Climate and Energy team, for example by preparing a bi-monthly newsletter covering climate and energy activities across the India Network. This will require excellent communication and collaboration skills.

Roles and responsibilities / what will the jobholder be expected to achieve?

 Reporting to the Head of Climate Change Policy, you will:

1. External stakeholder engagement and relationship management:

  • Co-ordinate and manage the UK in India relationship with relevant Government of India (GoI) officials, in particular the Ministry of Environment, Forests and Climate Change (MoEFCC); regularly engage with GoI officials and coordinate inputs from the India Network and HMG departments to feed into UK-India interactions; lead on key aspects of UK Ministerial and senior-level visits to India. This includes maintaining relationships with GoI officials, securing meetings for Ministers and senior officials, preparing briefings, and leading on logistics.
  • Lead on engagement with key climate think tanks, NGOs, influencers and with other embassies. Develop and maintain relationships with these external stakeholders. Identify opportunities for BHC engagement through bilateral meetings and events.

2. Reporting and analysis on climate policy:

  • Provide expert policy advice and reporting on India’s climate and clean energy policies – regularly prepare and share timely analysis, reporting and briefing to HMG colleagues. This includes closely following India’s position at international climate negotiations, reporting on relevant Indian government announcements, keeping track and briefing on Indian think tank climate policy reports and publications.

3. Strategic climate policy communications (internal and external):

  • Work closely with BHC Comms team to deliver strategic external messaging to increase visibility of UK-India climate, energy and environment collaboration and stronger pick-up of UK climate messages by Indian stakeholders (eg policy content for op-eds, HC interviews). Lead on internal comms for the team by preparing bi-monthly climate newsletter covering climate and energy activities across the India Network.

4. Provide wider support to the team:

  • Provide programme-level support to the team on technical and programme management aspects.
  • Provide input and advise to the regional network of climate and energy advisors on issues relevant to your subject matter expertise.

Desirable qualifications, skills and experience:

For other than BHC Candidates, salary will be all-inclusive of INR 11,0484 per month together with a 12% Provident Fund and 6% Special Allowance

If you are a spouse of a staff member already employed with British High Commission, you will be covered under the family medical cover of your spouse.

No relocation or any other related costs or assistance will be provided.

Please note - BHC does not deduct tax at source and employees are required to ensure that any requirements of local income-tax law are complied with in full. Employees who are not liable to pay local income tax on their Mission salary, eg. some non-local national staff and some spouses or partners of UK diplomatic staff, will have their salaries abated by an equivalent amount.
