The British Embassy in Spain is part of a world-wide network, representing British political, economic and consular interests overseas and is now recruiting for the Healthcare Officer position to join the Department of Health & Social Care’s local Healthcare Team based in Madrid.

The Department of Health and Social Care delivers on Reciprocal Healthcare Policy for an estimated 1.6 million UK Nationals in the European Union. Spain and Portugal are two countries with a high number of both residents and visitors who access healthcare through a variety of social security systems. Our teams delivers a specialised service to these customers through a variety of casework, outreach and policy guidance.

Main Purpose of Job:

  • To deliver high quality customer service, advising British nationals living or visiting Spain and Portugal how they can access healthcare in either country during and after the UK’s Exit from the EU;

  • To liaise as needed with the UK, Spanish and Portuguese authorities on the application of healthcare policy in either country; and record and troubleshoot issues as they arise;

  • To support the team’s communications strategy in either country (traditional and digital platforms) identifying trends in-country which could be valuable to overall communication campaigns;

  • To contribute to the team´s Country Business Plan, supporting other areas of work such as Management Information and budget and responding flexibly to changing priorities.

Main Duties and Responsibilities:

Casework handling (60%)

  • Supporting frontline operations, ensuring operational performance measures are achieved, and the team’s casework is delivered effectively and in line with Department of Health and Social Care (DHSC) and Consular guidance;

  • Delivering a high quality professional customer service, liaising with UK colleagues and Spanish and Portuguese authorities on casework/policy issues to mitigate any negative impact stakeholders, escalating to line manager as necessary;

  • To support the DHSC in the research and implementation of new Brexit healthcare policy by providing on-the-ground analysis, insight and impact assessment;

  • Preparing and managing Brexit troubleshooting log – keeping a record of all issues raised and what has been done to trouble shoot them, make initial fact finding/troubleshooting calls to local authorities;

  • Attending Brexit outreach events to support logistics and answer customer enquiries.

Admin support (40%)

  • Collating quarterly stats on casework, social media and website analytics;

  • Producing the Healthcare Team’s Quarterly and Annual Reports with comparative data;

  • Collaborating with compliance team colleagues and corporate services to ensure team budget is controlled;

  • Producing 6-monthly budget reports with recommendations, and provide planning/forecasting docs as required;

  • Refreshing and updating a comprehensive communications log– media, blogs, radio etc.


  • Proficiency in both spoken and written Spanish and English (C2 level according to the Common European Framework of Reference for Languages);

  • Minimum 2 years of excellent customer service experience;

  • Strong organisational skills, good eye for detail and accuracy, and aptitude to analyse and process complex information quickly;

  • Entrepreneurial flair to come up with imaginative solutions and drive to deliver results to tight deadlines and within set budgets;

  • A self-starter who can work flexibly on her /his own initiative or with others as part of a team when necessary, and capable of deciding their own work priorities to ensure success;

  • A pro-active, continuous learning and improvement approach, both to self-learning and development, and programme implementation;

  • Ability to manage a wide network of diverse stakeholders effectively to deliver strong programme management;

  • Willingness to travel within Spain, Portugal and the UK and potentially within the EU (10% max.);

  • Great IT skills with Microsoft Office package.

  • University degree or equivalent;

  • Proficiency in Portuguese;

  • Experience of digital communications with a focus on social media (Facebook, Instagram and Twitter);
  • HMG/public sector experience would be valuable;

  • Background in healthcare policy, social security policy and social work;

  • Knowledge of and interest in UK-EU relations, UK, Spanish & Portuguese politics, news and current affairs in Spain and Portugal.

This is a permanent full-time contract of 37.5 hours per week (Monday to Friday from 8:00 to 4:00).

The successful candidate is subject to a confirmation of a background check, security clearance and the successful completion of 2 months probationary period.

The successful candidate will be enrolled in the Spanish Social Security Scheme and will therefore not be entitled to any gratuity from the Embassy / Consulate based on gross annual salary.

The British Embassy is a Diplomatic Mission with tax exempt status and does not collect taxes for other States. Employees are fully responsible for payment of Spanish income tax at the legally required rate. Staff recruited locally by the British Embassy in Spain are subject to terms and conditions of service according to local Spanish employment law.

Visa / passport requirements: Candidates must currently hold the independent right to live and work in Spain and be prepared to ensure that right remains throughout the scope of the contract. Additional requirements may become necessary after 31st December 2020.
