Science and Innovation

The British High Commission Singapore is part of world-wide network of 270 Posts, representing British prosperity, security, consular interests overseas. We are looking to recruit a full-time Science and Innovation Officer on a 6 month fixed-term contract.

The job holder will play a vital role in delivering an ambitious agenda of science and innovation cooperation between the UK and Singapore, designing, planning and delivering activities that will strengthen the UK science base and support growth and jobs in the UK. The job holder will lead programmes in areas which sit at the heart of the UK-Singapore science and innovation relationship, including on health and life sciences as well as on urban solutions and sustainability.

The job holder will need to engage influential stakeholders in both Singapore and the UK, mapping areas of common priority and building support for joint working. The job holder will need to deploy programme funding, visits, media engagement, and engagement of research funders and performers to meet strategic objectives under priority themes.  

Core elements of the job include:

Business planning and strategy development for key sectors of the Science and Innovation relationship with Singapore; bidding for programme funding and other forms of support. The job holder will build and maintain relationships with stakeholders in the governments and research and innovation systems of both countries.

Programme management: the job holder will lead a joint programme on Health and Life Sciences, leveraging programme funding to plan and deliver workshops and missions which will support work on issues including public health, precision medicine, and synthetic biology. The job holder will also lead other joint programmes of areas of mutual interest, which may include future cities, manufacturing, digital and data.

Public diplomacy: the job holder will plan and deliver campaigns and activities which help to highlight UK science and innovation strengths, capabilities and priorties. These may involve preparation of media and social media messages and articles, public lectures, and panel discussions.  

Budget management: manage and report on the S&I programme budgets, spending budgets, contacts, and events.

Analysis, reporting, mapping : building understanding of Singapore’s research and innovation strengths and interests; providing analysis and reporting  which informs UK policy and commercial objectives, producing high quality and tailored briefing.

  • A degree, and professional experience in a relevant field
  • Proven understanding and interest in science and innovation
  • Excellent written and verbal communication skills (the job requires writing high quality briefing, as well as the ability to provide oral briefing to senior stakeholders)
  • Strong stakeholder management skills
  • Project/ programme/ financial management experience
  • Knowledge and experience of Singapore’s research and innovation system, institutions and priorities
  • Knowledge and experience of the UK’s research and innovation system, institutions and priorities

The benefit package for this role includes:

  • Normal working hours 37.5 per week: 0830 – 1700 Monday to Friday, however this role offers the opportunity to work flexibly
  • Monthly gross salary of SGD 4,273 + CPF, with pro-rated 13th and 14th month
  • 23 days paid annual leave (will be pro-rated to 6 months) 
  • Childcare Leave (up to a maximum of 6 days per year dependent upon age of children)

The High Commission offers extensive Learning and Development opportunities, spanning the range of professional skills required for this role in the High Commission.

In addition this role will also offer numerous opportunities for further development of knowledge and expertise in UK and Singapore research and innovation priorities and systems; and using programme funds and bilateral activities to achieve strategic outcomes. There may be opportunities to travel to the UK. There will be opportunities to engage in the work of the wider High Commission, beyond the immediate objectives of the Science and Innovation Team.
