Main purpose of job:

The purpose of this role is to fulfil the implementation of the Pakistan pilot of the Business Integrity Initiative for a period of 12 months. This is a business facing role, which will require the building and maintaining of relationships with a variety of associations and companies, and close collaboration with the BHC in Islamabad, and the Business Integrity Hub in London. The Business Integrity Initiative is a joint initiative of the UK Department for International Development (DFID), the UK Department for International Trade (DIT) and the UK Foreign and Commonwealth Office (FCO). The objective is to help companies manage integrity issues in frontier markets. This means applying ethical principles to business practices, with a focus on the prevention of bribery. The initiative aims to achieve the following impacts: More UK businesses operating with integrity in frontier markets, leading to reduced corruption, increased and more sustainable trade and investment, and an enhanced UK reputation.

The individual will report to the Director for Trade / Deputy High Commissioner based in Karachi, but will work as part of the wider Prosperity team across government and as such is likely to have other objective leads. The individual will be expected to travel regularly to Islamabad to meet with staff from the High Commission.

This is a full-time post, which will be based in Karachi.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Finalisation of the design phase - consolidation of existing knowledge (1 month)

1.Identify a priority set of integrity issues affecting companies looking to do or currently doing business in Pakistan by:Identify and agree with the DHC and others on the trade team approaches companies can take to deal with the priority integrity issues identified in 1) above.

a)Analysing existing information on where corruption happens, why, how, when, and how it impacts on international companies looking to export or invest in Pakistan (building on the initial scoping work and a study pulling together existing literature to be completed by the U4 Resource Centre in autumn 2018).

b)undertaking consultations as necessary with stakeholders agreed with the DHC and others on the Prosperity team, including DFID, DIT and FCO colleagues in the BHC/BDHC; a sample of international companies; civil society organisations/initiatives with a focus on business integrity (e.g. CIPE); and relevant, federal and provincial government agencies (e.g. Securities and Exchange Commission of Pakistan, SECP).

2.Identify and agree with the DHC and others on the trade team approaches companies can take to deal with the priority integrity issues identified in 1) above.

3.Based on 1) and 2) above develop recommendations on how the British High Commission in Pakistan can best provide support on these integrity issues to businesses looking to do or currently doing business in Pakistan.

4.Agree a work-plan with costed activities and deadlines to test the recommendations developed in 3 above, with an outline of potential partners for each intervention, with both the relevant individuals from the BHC/BDHC and the Business Integrity Hub.

Management of the implementation phase (9 months)

5.Implement the work plan agreed in 4) above to a high standard and agreed timelines.

6.Act as the first point of contact in the BHC in Pakistan on business integrity, drawing on all levers of the UK government (DFID, DIT and FCO) to develop solutions and signposting companies to existing support (including information and guidance provided by organisations outside of the BHC).

7.Hold regular meetings with relevant counterparts in the BHC (likely to include Trade Director/Deputy Trade Director, and DFID staff including the Senior Trade Policy Adviser, and Governance Advisers) and ensure the active engagement of its staff members as and when required to update them on progress, discuss operational matters, and start transitioning some of the activities into the job description(s) of (a) colleague(s).

8.Promote the evolving business integrity service offer of the BHC through the development of a one-pager, other materials, the website, business fora, and relevant events, such as investment conferences in Pakistan.

Support to the monitoring and evaluation efforts of the wider Business Integrity Initiative (on-going, with increased focused in the final 2 months of 2019)

9.Conduct monthly calls with the Lead Adviser of the wider Business Integrity Initiative who will provide a strategic oversight function, and may be able to share new resources, ideas or support in resolving issues. Participate in quarterly calls with the above Lead Adviser, the other two DFID advisers overseeing one of the other two country pilots each, and DIT/FCO colleagues in London to facilitate learning across the pilots.

10.Collect and analyse the feedback from companies immediately after support has been provided and again after 10 months (around November 2019), and write a report with recommendations, including: a) which of the tested interventions proved most effective, b) where DFID, DIT and FCO made a particular contribution to the support provided. The views of the BHC Prosperity Team and other partners should also be reflected in the report, which must be submitted to the Business Integrity Hub no later than December 2019.

The key essential criteria of this role are as follows:

  1. Market knowledge of Pakistan across a range of sectors, including trade and investment barriers and integrity risks and ideally knowledge of international integrity legislation such as the UK Bribery Act and US Foreign and Corrupt Practices Act
  2. Experience of communicating with a variety of companies in a clear and concise manner
  3. Ability to consolidate the interests of different UK government departments regarding prosperity
  4. Ability to innovate and turn ideas into reality by driving their implementation from start to finish
  5. Strategic thinking and ability to create linkages with other pilots, UK missions, programmes/agendas

Language requirements :

English and Urdu (other languages e.g. Sindhi advantageous)

Salary Details:

For BHC candidates, the Local BHC Terms & Conditions will apply.

For other than BHC candidates, Basic Salary will be ­­­­­­PKR 230,719 per month.
