The British Embassy in Tirana is part of a world-wide network, representing British political, economic and consular interests overseas and is looking for a Good Governance Fund & Conflict Security & Stability Fund Programme Manager to join our team and lead on work under the Good Governance Fund (GGF) and the Conflict Security and Stability Fund (CSSF).The successful candidate will manage project interventions under both funds in Albania, working closely with a number of UK government partners in London, Tirana and across the region to use project funds to support the delivery of key UK strategic policy objectives.

The Good Governance Fund (GGF) is a multi-year programme which aims to provide technical expertise, training and assistance to the governments of several Eastern Europe and Western Balkans countries as they carry out political reforms.

The Conflict, Stability and Security Fund (CSSF) provides development and security support to countries at risk of conflict or instability. The CSSF is a flexible fund, with an annual budget of £1.2bn, which supports and delivers security, defence, peacekeeping, peace-building and stability activity in over 70 countries using both Official Development Assistance (ODA) and non-ODA funding. The UK’s security and wider international interests are directly impacted where other countries are at risk of conflict or instability. The CSSF supports work to reduce that risk in these countries where the UK has key interests. Through the CSSF, the UK and our international partners are more secure from threats such as terrorism, corruption and illegal migration or trafficking.

The candidate will lead a team two 2 people, and be responsible for the design of interventions, delivery, including monitoring and evaluating their impact, and ensuring high standards or programme management, and relationship building with a variety of stakeholders.

In more detail, main responsibilities will include:

  • Management of economics and governance programming in Albania funded through the GGF and oversight of all programme work, including the CSSF;
  • Apply a political economy lens to the development and implementation of the Tirana GGF programme, whilst ensuring it fits with the UK’s cross-departmental strategy for the Western Balkans and post’s Country Business Plan, and delivers value for money and genuine positive change;
  • Monitoring and evaluating projects, including required financial and other reporting to London. Maintain strong financial forecasting and show flexibility in scaling interventions up or down;
  • Identification and mitigation of risks, including changes to projects or new activities to take advantage of political and other developments;
  • Liaison with local and international donors on other programme activity, and identifying opportunities to collaborate on projects and leverage funds from other donors. Monitor IPA and EU spend, feeding in comments on programme activity to help shape EU interventions;
  • Close coordination with the three thematic programmes under the CSSF (Media, Cyber and Defence, Stability and Serious and Organised Crime) to ensure complementarity and joined up working towards Post’s objectives; and collaboration with the GGF Joint Unit and Western Balkans Programme Unit in London;
  • Prepare relevant documentation for and contribute to Post’s Programme Board;
  • Collaborate with Press and Public Affairs Officers to effectively publicise project activity and demonstrate tangible results in line with GGF and CSSF guidance;
  • Prepare written responses to routine enquiries;
  • Lead team, including direct line management of one B3 (L) GGF Programme Officer.
  • Fluency in English and Albanian (both oral and written);
  • University degree (Master’s Degree or equivalent);
  • A minimum of three years of relevant work experience, including evidence of engaging stakeholders, customers and partners at all levels;
  • Knowledge of the politics, democracy and governance of Albania;
  • Effective communication, including written and spoken fluency in English and Albanian and ability to adapt communication style to different situations;
  • Strong analytical and judgement skills;
  • Ability and willingness to work effectively and flexibly on special events/occasions in the Embassy calendar;
  • A self-starter that can work well both individually and in a team;
  • Excellent organisational skills;
  • Willingness and desire for continual learning and development;
  • A willingness to occasionally work outside normal office hours at short notice and to travel overseas.
  • Experience of project design and management, and of managing staff;
  • The officer should also be able to demonstrate a knowledge of monitoring project implementation and outcome and impact assessments against priority areas of delivery;
  • Experience of working with a variety of stakeholders.

This is a full-time fixed-term contract, for 5 working days (36 hours net) per week, for a period of 2 years with possibility of extension by mutual agreement.

The monthly salary for this position is 200,100 ALL gross per month, at C4 level. Please note that staff members are responsible for paying any income tax required by local law.

The successful candidate will be subject to professional background check, security clearance and three months probation period.

Candidates must currently hold the independent right to live and work in Albania and be prepared to ensure that right remains throughout the scope of the contract.
