The British Embassy in Muscat is part of a worldwide network that represents the UK’s political, economic, security, and consular interests overseas. We are seeking a highly motivated and proactive individual for the position of Finance & Procurement Officer at the grade of Administrative Officer (AO) on a fixed-term contract of one (1) year with a possibility of renewal.

The jobholder will assist in the running of an efficient, cost effective and professional Finance function for British Embassy Muscat. Ensure correct implementation of FCDO financial policies while best meeting the needs of internal customers in a fair and effective manner. With the Finance Manager, ensure successful and effective day-to-day operations of the finance operation. Gather and provide information for budgeting, forecasting and planning. Support on FCDO procurement policy.

The role reports to the Finance & Procurement Manager.

Roles and responsibilities:

- Finance & Procurement (60%)

  • Maintain a professional relationship and work in partnership with the Global Transaction Processing Centre (GTPC). Duties include regular meetings, communication, resolving challenges and ensuring queries are resolved within the service level agreement timeframe. 
  • Assist the Finance Manager in preparing CBS staff monthly payroll.
  • Support the line managers of the Mission in preparing, reviewing and signing off of monthly overtime claims. Ensure the post overtime policy is adhered to.
  • Support Purchase to Pay process at post, ensuring that departments comply with all finance elements.
  • Ensure all post financial and procurement policies are aligned with FCDO guidance and reviewed and updated on an annual basis.
  • Responsible for complete payment of Embassy  utilities (Water , Electricity), Telecommunication (Mobile, Landline) and UKB officers children schooling (to work with CLO to establish required data for invoicing).
  • Banking - deposit and withdrawal of funds as required. Approval of payment batches as required. 
  • Cash accounting - managing the cash box, monthly reconciliation of cash accounts (NPA) and replenishment of imprests. Ensuring strict controls are maintained and policies are adhered to. Initiate necesarry checks and balances like suprise checks on the post cash boxes on a monthly basis. 
  • Complete the appropriate documentation for accounts receivable (functions and other income).  
  • Ad hoc finance & P2P support, including assisting the CS team with annual supplier reviews and other support to enable compliant and efficient running of the Embassy.
  • VAT management on all CS invoices.

- Management Information & Corporate Governance (30%)

  • Budgeting and forecasting - duties to include assisting the Finance & Procurement Manager in the preparation with completing financial returns and data requests from the centre. 
  • With the Finance & Procurement Manager hold monthly meetings with delegated budget holders and attend the Senior Budget Holder meetings in order to develop knowledge and confidence to lead on these responsibliities during the Finance Manager’s absences.
  • Maintain high standards on the Financial Performance and Compliance Indicators (FPCIs). Duties will include monitoring reports and invoices on hold, open purchase orders, retrospective purchasing and accruals. 
  • Provide a quality customer service. Provide pro-active guidance on accounts processes to the team and wider mission. Familiarising, understanding and cascading best practice and / or training of all FCDO accounting standards, processes and internal audit requirements.  

- Other (10%)

  • Cover for Finance & Procurement Manager.
  • Role in Embassy emergency planning and any response to a crisis affecting UK citizens. Your specific role will be identified based on your skills and experience.
  • Support to the Finance and Procurement Manager as required.

  • Minimum 3 years of experience in a similar position.
  • Proficiency of key Microsoft office elements (Excel, Word, Outlook, PowerPoint etc)

Eligibility:

If you are selected for this position, we will be able to employ you as long as you:

  • The successful candidate will be required to transfer their visa under the Embassy's sponsorship.

Working Conditions and Remuneration:

The Embassy offers an attractive working environment and remuneration package for the role, including a non-negotiable salary of 842.95 Omani Riyals per month inclusive of all allowances; and use of on-site recreational facilities including a swimming pool and social club.

This role is for a full-time employment, on a fixed-term basis of one (1) year with a possibility of renewal, subject to 3-month probationary period. Conditioned working hours are 35 hours per week. Standard working hours are from 0730 to 1430 Sunday to Thursday.

Holiday entitlement is 30 days per year (on a pro rata basis) following successful completion of a 3-month probation period. Holidays that have already been booked will be honoured. There are also national holidays determined annually by the Embassy, which usually total 14 days per year.

The FCDO offers a comprehensive L&D package via an internal learning platform. Specific L&D opportunities may be available, upon discussion with the Line Manager.

Employment in the advertised position is dependent on the potential employee having or acquiring valid UK security clearance. Security clearances can take several weeks to process. Inability to obtain a clearance will preclude employment. Loss of a security clearance at any time will lead to termination of employment.

Process:

The recruitment process, including security clearance, is expected to take around two-three months. The security clearance process includes checks available in country and with UK, dependant on the security level required for the role and the candidates’ profile and UK footprint. Appointable candidates who were unsuccessful at interview may be placed on a ‘reserve list’. If during the reserve period of six (6) months the same or a largely similar role becomes available, that role may be offered to the second or subsequent candidate.
