The Indo-Pacific Programme is new for FY22/23, but builds on 10 years of global FCDO cyber capacity-building activity in the region. The new Programme will work alongside the UK’s Digital Access Programme (Cyber Security Pillar) in Indonesia, and build on its activities after the main delivery contract ends in October 2022. Beyond Indonesia, the Indo-Pacific Cyber Programme will focus on ASEAN and its members, and from this deciding to focus on a small number of additional priority countries in the region. Work to define these is ongoing. The role will also need to work closely with other like-minded cyber capacity-building donor countries: Australia, New Zealand, Singapore, Japan and South Korea, and with international organisations co-ordinating donor activity, such as Global Forum on Cyber Expertise. 

We are advertising for an expert Adviser to the Indo-Pacific Cyber Programme in Indonesia.  In this role you will work with implementers (programme management agent and implementing partners), government stakeholders, private sector and civil society, in Indonesia, the wider Indo Pacific region, and the UK, to advance the objectives of the programme. The job holder will be required to:

  1. Finalise programme set-up, focussing on research, analysis, stakeholder engagement (across private sector, civil society, and UK/Indo Pacific governments) and programme coordination. The job holder will work closely with the Programme lead as well as colleagues in the UK, managing agents and implementing partners, to ensure the programme transitions from design to implementation as quickly as possible;
  2. Provide local management and oversight of programme objectives, and play a key role in the delivery of policy objectives through government and stakeholder engagement to promote cyber security in the Indo Pacific region. Work with implementing partners to ensure the programme delivers impact, monitoring project activity, identifying risks and and identifying links across programme activity, and mainstreaming gender and conflict sensitivity.

Roles and responsibilities: 

The programme adviser will be responsible for helping to finalise (following the initial scoping and inception phase) the set up the programme– working with a central team in London – and then providing local oversight of projects and leading on government and stakeholder engagement to promote cyber security across the Indo Pacific region.  With the role being based in Jakarta, there will be a key element linked to ensuring a smooth transition from the current cyber capacity building work being delivered through the Digital Access Programme (which finishes in October 2022) in Indonesia into this new programme, as well as advising on set up the programme across other Indo Pacific countries. The role presents unique opportunities to advance the UK’s role in cyber security development in the Indo Pacific region at a time when these issues are of increasing importance to Ministers. 

The main distribution of time is shown below:

  • 50% - Management
    • Oversee the Indo Pacific cyber programme projects in Indonesia and the wider region delivered by contracted management agents. This will require an ability to apply monitoring, evaluation, risk management, stakeholder engagement and project design skills.
    • The jobholder will build relationships with the programme management agents and their implementing partners and local supply chain to ensure delivery is monitored.  This will include pre-empting any risks and ensuring that projects are delivering their stated intentions, intervening with London-based Leads where necessary, and robustly representing UK whole of Government interests with implementing partners. 
    • The jobholder will act as a focal point to support the organisation and delivery of key visits from the UK by HMG, and implementing partners where relevant. This will include supporting engagements with relevant private sector, civil society, and government partners, and with set-up, delivery and monitoring activities.
    • The jobholder will lead on internal and external communications on the programme in Indonesia, ensuring the UK government gains recognition for its work.
    • The jobholder will prepare and provide inputs to the programme governance functions via the Programme Management Committee.
    • In this role, you will ensure the CSSF projects, programmes and portfolio are compliant with the International Development Gender Equality Act (2014) by demonstrating consideration for gender equality throughout CSSF programmes, and supporting CSSF ambitions to achieve the UK’s Women, Peace and Security objectives.
  • 45% - Policy delivery
    • Monitor the cyber security and internet governance regulatory environment in the Indo Pacific region. Use information gathered to input into research which will inform design and set-up of initial programme activities. Continual monitoring of these sectors will be required to spot and assess potential opportunities and risks.
    • Help to influence key decision-makers in the relevant governments, and in civil society and private sector in support of the programme objectives in these areas. During the set-up of the programme this will involve building constructive relationships with key stakeholders to secure support for the programme. Following successful set-up, the jobholder will be involved in building and maintaining relationships that help to drive forward UK policy priorities in the cyber policy area in the Indo Pacific region, securing regulatory and policy shifts through diplomatic engagement and leveraging the programme and senior engagement to enhance progress.
    • Provide reporting on your analysis and meetings to government colleagues.  Coordinate your work with others in the Embassy and relevant government departments in London. There will be a need to deliver a quality service in a matrix management environment.
  • 5% - Corporate
    • All staff at post are expected to participate in wider Embassy activities which can include active work on various committees and other corporate roles, as well as play a role in crisis management activities on an ad-hoc basis.

The jobholder will need a combination of cyber security subject knowledge (with an ability to use self-directed study to learn in the role), project management experience and the skills to work in a team and influence others.

Team management and leadership experience, particularly across different geographies and with more senior stakeholders is preferred given the jobholder will be responsible for ensuring the work of the programme fits into the strategic direction of the UK’s policy and programme activities in the Indo Pacific region as a whole. 

Resources managed (staff and expenditure):

  • Advising on delivery of a £13m programme.
  • Experience of the cyber regulatory and policy environment in the Indo Pacific region
  • Fluent in both Bahasa Indonesia and English
  • Experience of managing or advising large programmes
  • Online safety (Cyber security for individuals and organisations) policy
  • Experience of working in an international development context, including managing/working with development programmes
  • Experience of working in or with government
