Main purpose of job

We are looking for an exceptional candidate to take responsibility for leading, developing, and delivering an ambitious and challenging set of activities designed to identify and deliver technical and vocational education and training opportunities to UK businesses. You will play a key role in supporting the DIT China region (China & Hong Kong) achieve its objectives as articulated in the Regional Trade Plan.


The Department for International Trade (DIT) operates in 108 countries. Establishing new relationships around the globe, DIT promotes British trade to ensure the UK takes advantage of the huge opportunities open to us, securing and improving economic well-being, stability, and helping to create tens of thousands of jobs.

DIT has one of the largest representations of the 18 government departments working in China, which are coordinated and led by Her Majesty’s Ambassador who is responsible for the UK’s relationship with China.

Her Majesty’s Trade Commissioner (HMTC) is responsible for Trade and Investment work in China, one of nine global regions and the largest DIT overseas network in the world. With c.195 staff across six posts - Beijing, Hong Kong, Shanghai, Guangzhou, Chongqing and Wuhan – DIT, as part of the UK government network in China offers a fast-paced place to work at the heart of UK-China Government relations.


The DIT China Education team are responsible for helping British educational organisations and suppliers to win more business in China and secure new and increased investment from China to the UK to meet a set of challenging targets. Technical and vocational education and training is one of six strategic priority focuses for the team. The others are: early years education, British style schools, education technology, English language training , and higher education. Additionally the DIT Education team are actively exploring opportunities in other potential new markets and sub-sectors given the quickly developing and changing market landscape in China such as online education and all-round education. Separately, given China is a top-down administrative country, market access and business environment related work is a key priority for the DIT Education team, aiming to open the market and create a fairer and more favourable environment for the UK stakeholders to work in.

Technical and Vocational Education and Training is a priority area for the Chinese Government who are promoting various kinds of educational and training programmes to improve the skills of its workforce, and the sector has witnessed many favourable policies from both central government and regional governments in the past two years. This position, as the national lead for TVET, is responsible for facilitating access to the professional and vocational education and training offers across the UK for the Chinese authorities, institutions, investors and other types of business partners. He/She will set strategies of TVET sector and help UK TVET providers succeed in the China market through G2G and B2B dialogues, trade policy discussions, commercial campaigns, trade missions, partnership brokering, trade fairs, among others. With China running towards the organisation of World Skills Shanghai 2022, the successful candidate will also be working with Chinese authorities to jointly organise activities to help make progression on market access work, raise awareness for the UK offer, and generate business trade and investment opportunities for the UK stakeholders.

The successful candidate will work very closely with the DIT Education HQ team, key internal and external partners, including the British Council (BC) and the China Britain Business Council (CBBC), UKRI, SIN, Outreach team, Trade Policy Unit, Chevening Team, other sector teams, and DIT’s outsourced delivery partners in China for on-demand services for British companies.

Roles and Responsibilities:

Leading, developing and delivering strategic trade and investment activities in Technical and Vocational Education and Training (50%)

  • Closely following up on the policy changes of the industry of TVET sector in both China and the UK, and having a good understanding of key industry trends;
  • Undertaking market scoping exercises of the TVET industry of both China and the UK, and analysing the UK’s addressable market and areas in this industrySetting strategy for TVET sector with appropriate resource and budget, designing and delivering G2G and B2B campaigns and activities in this sector, including G2G dialogues, trade and investment campaigns, missions,  World Skills 2022 related activities, etc.;
  • Building and maintaining close relationship with internal and external stakeholders, including relevant government authorities, SOEs, leading commercial stakeholders, etc., so as to generate a pipeline of active projects;
  • Providing ongoing aftercare support to existing projects, and looking at opportunities to support these stakeholders to expand business (e.g UK stakeholders exporting more to China, and Chinese stakeholders investing more in the UK).

Effective line management of team members to deliver (20%)

  • Ensuring the team members understand the sector profoundly so as to seize collaboration opportunities and generate a healthy pipeline;
  • Deploying the team and providing support and guidance to ensure delivery against agreed strategic plans and targets.

Effective relationship management (15%)

  • Playing a key role in identifying key market players, including government authorities, institutions, think tanks, academies, commercial organisations (including trade associations and intermediaries) so as to understand their business needs and the market trends;
  • Proactively building and maintaining close relationships with the senior members of the above mentioned organisations to establish communication and collaboration platforms, address market access issues, and generate commercial opportunities for the UK stakeholders.
  • Working closely with internal stakeholders that are relevant to TVET sector (e.g. Science & Innovation, British Council, Britcham, etc.) in order to make use of the resources from different channels and maximising the promotion of the UK offer.

High Impact VIP visits and events (online/offline/hybrid) (10%)

  • Playing a leading role in planning, managing and following up on high level visits and events (online, offline or hybrid) that contribute to sector targets and address business environment and market access issues
  • Acting as a lead for the development of important visit programmes that contribute to your sector targets, working with the British Council, British Chamber, CBBC and other networks where appropriate.

Active engagement in corporate and cross-cutting activities and projects (5%)

  • Active contribution to cross HMG initiatives such as BAME, LGBT+, China Network Happy Diverse Network (HDN), In Year Bonus Committee, Appraisals Quality Control Committee, DIT Transition cadres, and so on.  
  • Graduate degree or equivalent professional experience/qualification.
  • A well developed background of working within the education and training sector, ideally in TVET sector, in the UK and/or ChinaRich knowledge of TVET policy changes and market trends of both the UK and China;
  • Existing relationship with relevant Chinese ministries and leading stakeholders of education industry from both the UK and ChinaCommercial awareness, including demonstrable understanding of commercial collaboration models in TVET sector;
  • Excellent interpersonal and communication skills, strong relationship building and management skills, including with government officials and commercial stakeholders;
  • An adaptable self-starter with enthusiasm and energy to work alone as well as in a team;
  • Proven project management experience and skills;
  • Proven organisational and line management (including remote management) skills;
  • IT: Knowledge of internet research, Microsoft Office is necessary.
  • Knowledge of CRM would be an advantage but training will be provided.
