The British Embassy in Tirana is part of a world-wide network representing British political, economic and consular interests overseas and now is looking for a Local Liaison Adviser to the National Crime Agency (NCA).

The main purpose of the job of local staff assistant to the UK National Crime Agency (NCA) International Liaison Officers (ILO’s) is supporting and assisting the team in Tirana and the wider region (Kosovo) in achieving their priorities and objectives as set by the NCA maintaining and strengthening their relationships with host agencies.
 
This involves providing essential administrative and logistical support to the NCA International Liaison Officers in Tirana in respect of mitigating the risk Serious Organised Crime poses to the UK, focus on support to UK and Albanian Investigations in relation to Serious Organised Crime (SOC) Irregular migration and other work streams including capacity building/ capability development in order to strengthen host nation partners ability to tackle the threat posed from SOC to the UK.

Roles and responsibilities:

  • Conduct office administration duties under the instructions of the NCA Liaison Officers (LO’s) and in accordance with policy and standard operating procedures. Duties include, but are not limited to: records management; vehicle management; maintaining office accounts; maintenance of the asset register and gifts and hospitality register; planning travel and visits; diary management; and organising events. This may require occasional attendance at events outside normal working hours.
  • Provide language support and translation services to the NCA LO’s with 24 hr of receipt under ILO `s advice by strictly observing the confidentiality of work issues and security, including for exchanges of information and at official meetings and events.
  • Ensure ongoing collaboration with various government institutions & senior officials in Albania and Kosovo where required while adjusting to unexpected situations.
  • Compile verbal and written briefings as directed, including regular monthly management reporting.
  • Provide open source (Tier 1) research support, especially exploitation of information sources in Albanian.
  • Maintain oversight of projects/training programmes as required including, but not limited to: supporting monitoring and evaluation of their impact; monitoring budgets to ensure value for money.
  • Monitor the NCA office mailbox and telephone so that messages are responded to in a timely fashion and / or directed as required.
  • Carry out general office management duties as directed by the NCA when the LO’s are away from post.
  • Management of casework, including the proactive creation of and response to requests and submissions to law enforcement partners.

 

Our Ideal Candidate Shows: 

  • Proficiency in written and spoken English and Albanian (C1 level according to the Common European Framework of Reference for Languages).
  • Excellent knowledge of the various government institutions in Albania and a  proven ability to secure access at Director general / Senior leader / Director within those institutions. 
  • Evidence of strong co-operative working  with Albanian government institutions .
  • Experience of working with UK law enforcement institutions such as UK police forces, CPS and specialist departments.
  • A flexible approach to work and travel; this may occasionally include travel at short notice, working weekends and on public holidays and foreign travel.
  • Excellent IT skills – advanced skills in Microsoft Office and accountancy.
  • Ability to process and understand large amounts of data and information; turning this into concise and accurate reports.
  • Strong interpersonal and communication skills and confidence in dealing with senior level people.
  • Constructive, positive and service orientated attitude.
  • Excellent organisational skills for document and record management.
  • Ability to work with minimal supervision and to prioritise workloads where required.
  • Ability to demonstrate a track record of confidentiality concerning  work issues and an understanding  the personal and professional consequences of lapses in security.
  • Full driving licence.
  • Experience of working in an area with a high level of personal responsibility and has a track record of being accountable for own actions / decisions.
  • Experience of relevant work, including evidence of engaging stakeholders, customers and partners at all levels.

This is for a full-time employment, on a fixed term basis for 36 months. The gross salary per month is ALL 159,685.

The Embassy's working hours are from 08.30-17.00 Mon-Thur and 08.30-14.30 on Fridays.

The Embassy provides Private Health Insurance for the member of staff.

No accommodation and relocation expenses are payable in connection with this position.
